PRELIMINARY NOTIFICATION,OF EVENT OR UNUSUAL OCCURRENCE--PNS-87-13 l This preliminary notification contains information of nuclear power plant physical security and/or public interest significance and has been confirmed by the licensee.

DRUG RELATED EVENT INVOLVING A LICENSEE EMPLOYEE On August 6,1987, a Clerk-Typist employed by the licensee at the plant and her husband were arrested by State and federal law enforcement personnel for operating a CRACK and synthetic cocaine production laboratory in their Rocky Point, New York home. The husband reportedly is umployed as a Chemist at the nearby Brookhaven National Laboratory in Upton, New York.

About $50,000 worth of equipment and an unspecified amount of the illegal drugs were confiscated. It is reported that the laboratory was in operation for about two years and that the drugs were sold wholesale only.

The licensee has suspended the employee's authorization for unescorted access to the plant protected area pending the outcome of the case. She is currently free on bail while her husband remains incarcerated. Interviews of co-workers conducted by the licensee provided no indication that she is a user. The licensee's Fitness for Duty Program has not been fully implemented and she had not been tested for drug use.

Local news media coverage has occurred. Region I received notification from the licensde at i about 9:45 a.m. on August 7,1987 and this Preliminary Notification is current as of Noon, j August 7. It is issued for information only. The Information Assessment Team and State of New York have been informed.
