APPENDIX A NOTICE OF VIOLATION Long Island Lighting Company Docket No. 50-322 Shoreham Nuclear Power Station License No. NPF-36 As a result of the inspection conducted during the period July 9,1988 through September 15, 1988, and in accordance with "General Statement of Po1My and Procedure for NRC Enforcement Actions," 10 CFR Part 2 Appendix C (Enforcement Policy), the following violations were identified:

A. Technical Specification 6.8.1 requires that written procedures be estab-lished, implemented, and maintained covering activities associated with Security Plan implementation.

This is a Severity Level IV violation (Supplement Ill).

B. Technical Specification 4.11.2.8.2 requires the containment drywell atmosphere to be sampled and analyzed within eight hours prior to starting a vent of the drywell with the containment purge filter bypassed.

Contrary to the above, on July 26, 1983, a containment drywell atmosphere sample was not analyzed within eight hours prior to starting a vent of the j drywell with the containment purge filter bypassed.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Long Island Lighting Company is hereby required to submit to this office within 30 days of the date of the letter which transmitted tnis Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the i results ach'eved; (2) corrective steps which will be taken to avoid further j violations; and (3) the date when full r.ompliance will be achieved. Where

good cause is show, consideration will be given to extending this response time. Security or safeguards information should be submitted as an enclosure  ;

i to facilitate withholding it from public disclosure as required by 10 CFR

> 2.790(d) or 10 CFR 73.21.
