EXECUTIVE SUMMARY FACILITV STATUS Shoreham Nuclear Power Station is shut down and defueled. The licensee continues to maintain the facility in a manner consistent with the status of the plant. Housekeeping within the plant is' improving. During the month, there:was a specialist inspection of the physical security program at Shoreham; no significant findings were identified. The NRC has approved a revised Emergency Plan and Fitness for Duty program consistent with the current status of Shoreham.

SURVEIII ANCE AND MAINTENANCE Ieng Island Lighting Company (LILCo) reported that two facilities have expressed an interest in purchasing the fuel. Based on that possibility, LILCo conducted an inspection

.

of four fuel bundles. The inspections of the fuel bundles were performed jointly by LILCo and General Electric. The preliminary realts showed the fuel to be in good condition.

LILCo has completed removal of the fuel support, ieces, the control rod blades, and all of thc incore nuclear,nstrumentation. Care was taken during all of the above activities to limit -

the radioactive exposure to personnel during the removal process.

Emergen,y Diesel Generator maintenance and a station battery surveillance were monitored during 'ne inspection period.' All work was conducted in accordance with the appropriate proces.nr s, ed the personnel were experienced and qualified. When necessary, work was e

stopped to allow Quality Control personnel to inspect the work.

LILCo has established a ecmputer system for tracking the Technical Specification Limiting

.

Conditions for Operation entered due to the status of the plant. A review of the system-revealed no inconsistencies with the actual plant status.

STAFFING AND OUALIFICATION REVIEW The senior manager on site, Mr. JVilliam E. Steiger, was replaced by Mr. John D. Leonard.

Mr. Leonard had been the senior.nanager prior to Mr. Steiger. Mr. Leonard will maintain his position of the _ Office of Corperste Services in addition io the Office of Nuclear. The position of the Operations Division..lanager was filled by Mr. Joseph Wynne. Additionally, LILCe baformed the NRC that two positions described in the Updated Safety Analysis

and the New-York Power Authority (NYPA) briefed NRC senior management as to the

organization, engineering capabilities, end the financial qualifications J LIPA; and a

9:30 a.m. and with Mr. T. T. Martin, Regional - Administrator, and Mr. Blough from 10:05 to 10:20 a.m. _ Mr. Leonard had wanted to make this courtesy call--
