Report Details 1. Operations 05 Operator Training and Qualification 05.1 General Comments i
Operator initiallicensing retake examinations were administered at the Point Beach Nuclear Plant to two Reactor Operator (RO) applicants on May 14,199 The initial operator license retake examinations were developed and administered by the NRC in accordance with guidance prescribed by NUREG 1021, " Operator Licensing Examiner Standards," Revision 7. As part of that retake examination, the NRC administered the Category A," Administrative Topics," portion of the operating examination. All other portions of the operating examination were waived based upon satisfactory performance during the first examinatio .2 Examination Preparation and Validation Examination Scope Examination development guidance contained in NUREG 1021," Operator Licensing Examiner Standards," Revision 7, was used by the NRC examiner to develop, revise, and validate the operating retake examination material at the Point Beach training facility on May 13,1997. This process included the assistance of licensee training and operations personnel to ensure exam material consistency with operation's polic Observations and Findinas The NRC examiner was afforded all of the necessary assistance and access to the plant specific simulator needed for setup and validation of the examination material in accordance with operating test Category A criteria in ES-301 of NUREG-1021. A high level of examination security was maintained during this validation proces Conclusions The licensee's assistance during the examination validation provided operational expertise and clarification of technical material.
