This examination process incorporated a two day period to validate and administer the j

Examination Summary:
The licensee's assistance during examination verification and validation provided
proper clarification of operational expectation (Section 05.2).

Report Details 1. Operations
Operator Training and Qualification 05.1 General Comments Operator initiallicensing retake examinations were administered at the Point Beach Nuclear Plant to two Reactor Operator (RO) applicants on May 14,1997.
The initial operator license retake examinations were developed and administered by the NRC in accordance with guidance prescribed by NUREG 1021, " Operator Licensing Examiner Standards," Revision 7. As part of that retake examination, the NRC administered the Category A," Administrative Topics," portion of the operating examination. All other portions of the operating examination were waived based upon satisfactory performance during the first examination.
05.2 Examination Preparation and Validation a.
Examination Scope Examination development guidance contained in NUREG 1021," Operator Licensing Examiner Standards," Revision 7, was used by the NRC examiner to develop, revise, and validate the operating retake examination material at the Point Beach training facility on May 13,1997. This process included the assistance of licensee training and operations personnel to ensure exam material consistency with operation's policy.
b.
Observations and Findinas The NRC examiner was afforded all of the necessary assistance and access to the plant specific simulator needed for setup and validation of the examination material in accordance with operating test Category A criteria in ES-301 of NUREG-1021. A high level of examination security was maintained during this validation process.
c.
Conclusions The licensee's assistance during the examination validation provided operational expertise and clarification of technical material. The examination material was successfully verified to be accurate and valid for the conditions requested.

The applicants demonstrated satisfactory knowledge and skills in handling a;l

i assigned administrative tasks which could be required during nonnal or abnormal i
operations. The following individual weaknesses were noted:
One applicant failed to identify a mis-positioned valve during a shift tumover
panel walkdown.

l Both applicants had difficulty in determining when the OSC must assume
responsibility for reentry team management following activation.
c.
Conclusions Overall operator performance during the operating examination was determined to be satisfactory. Applicants were well prepared to handle the administrative tasks as assigned. Even though individual weaknesses were noted, the NRC examiner concluded that no programmatic deficiency was indicated.
05.4 Simulator Fidelity

The NRC examiner reviewed the simulator performance data and did not identify any simulator fidelity concems. See attached report sheet.

The NRC examiner presented the observations and findings mentioned previously to members of the licensee's management on May 14,1997. The licensee acknowledged the findings presented. No proprietary information was identified during the examination or at the exit meeting.
