ANNUAL ASSESSMENT LETTER FOR POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 (05000266/2012001; 05000301/2012001)

Dear Mr. Meyer:

On February 12, 2013, the NRC staff completed its end-of-cycle performance review of Point Beach Nuclear Plant, Units 1 and 2. The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from January 1, 2012, through December 31, 2012. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility.

The NRC determined the performance at Point Beach Units 1 and 2 during the most recent quarter was within the Regulatory Response column of the NRCs Reactor Oversight Process (ROP) Action Matrix because of two inspection findings classified as having low to moderate safety significance (i.e., white) and all PIs indicated that your performance was within the nominal, expected range (i.e., green). One white finding, in the Emergency Preparedness Cornerstone, was opened in the second quarter of 2012 and was applicable to both Units. It was identified during an emergency event exercise when you inappropriately withdrew an existing evacuation protective action recommendation and changed it to shelter. The second white finding, in the Mitigating Systems Cornerstone, was opened in the fourth quarter of 2012 and was applicable to Unit 1. It involved inadequate work instructions and procedures to ensure proper alignment of the Unit 1 turbine-driven auxiliary feedwater pump and turbine and led to the failure of the pump-to-turbine coupling.

In a letter dated December 5, 2012, your staff notified the NRC of your readiness for it to conduct a supplemental inspection to review the actions taken to address the performance issues associated with the white finding in the Emergency Preparedness Cornerstone. In that letter, you requested the inspection begin on March 4, 2013. Therefore, in addition to ROP baseline inspections, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure (IP) 95001, Supplemental Inspection for One or Two White Inputs in a Strategic Performance Area, beginning on March 4, 2013. The objectives of that inspection will be to provide assurance that the root causes and contributing causes of the significant performance issue represented by the white finding are understood, that the extent of condition and extent of cause are identified, and that your corrective actions are sufficient to address the root and contributing causes. Your staff has not yet notified the NRC of your readiness for it to conduct a supplemental inspection in accordance with IP 95001 to review the actions taken to address the performance issues associated with the white finding in the Mitigating Systems Cornerstone. That inspection will be scheduled once your staff has notified the NRC of your readiness for the inspection.

The enclosed inspection plan lists the inspections scheduled through December 31, 2014.

Routine inspections performed by resident inspectors are not included in the inspection plan.

The inspections in the last 12 months of the inspection plan are tentative and may be revised at the mid-cycle review. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.

This inspection plan does not include security-related inspections, which will be sent via separate, non-publicly available correspondence.

In addition to the ROP baseline, we plan to perform IP 60855.1, Operation of an ISFSI at Operating Plants, and Temporary Instruction 182, Review of Implementation of the Industry Initiative to Control Degradation of Underground Piping and Tanks (Phase 2).

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's document system (ADAMS).
