DearMr.Crutchfield:

OurpreviouslettertoyouontheabovesubjectdatedApril22,1983presented theplanfordemonstrating compliance withthecriteriaforresolution ofTMIActionPlanItemII.K.3.5whichwereestablished inlettersfromMr.DarrelG.EisenhutoftheNuclearRegulatory Commission toallApplicants andLicensees withWestinghouse,.designed NuclearSteamSupplySystems(83-10d)datedFebruary8',1983.Thisletteipresentsthestatusoftheplannedresponses toNRCGenericLetter83-10d.Thedatebywhichallpartsoftheprogramaretobecompleted hasnowbeenrevisedtoMarch1,1984.However,asubmittal topartially fulfillthereguirements hasbeentransmitted toyoubyWOGletterOG-110,datedDecember1,1983(Sheppard toMattson).

SectionIoftheattachment toNRCLetter83-10disconcerned with"PumpOperation CriteriaWhichCanResultinRCPTripDuringTransients andAccidents."

Westinghouse hascompleted genericverification fortheWestinghouse OwnersGroupthatpredicted LOCAtransients presuming the2minutedelayedRCPtriparenearlyidentical tothosepresented inSafetyAnalysisReportsutilizing theWFLASHEvaluation Model. Thus, theSafetyAnalysisReportsforallplantsareavalidmeanstodemonstrate compliance withtheSubsection 2aguidelines.

Westinghouse isnowperforming betterestimateWFLASHanalysestodemonstrate, generically, compliance witEtheguidelines presented inSubsection 2aofSectionIoftheattachment toNRCGenericLetter83-10d.Theseanalyseswillidentifytheminimumtimeavailable foroperatoractionforarangeofbreaksizessuchthattheECCSacceptance criteriaof10CFR50.46 arenotexceeded.

Itisexpectedthattheminimumtimeavailable foroperatoractionwillbeacceptable.
