criteria, steps,andpropersequence, andclearlydefinethesafeloadpathsforthevariousheavyloadslisted.RG&EResonseInresponseto"Conclusions andRecommendations" listedforthissectionRG&EwilldevelopLoadHandlingProcedures forthe10LoadHandlingSystemswithinthescopeofNUREG0612.Theprogramwillidentifyspecificand"genericlifts",insuretheproperequipment isutilizedfortheliftandthattheloadishandledproperly.

Thisdevelopment ofLoadHandlingProcedures willbedoneinadministrative procedure A-1305accompanied byaqualifying riggerprogram.RG&Ewillhavetheseprocedures inplacebyDecember31,1983.TER2.1.5"SecialLiftinDevices"Guideline 4,NUREG-0612 Section5.1.14Conclusions andRecommendations Aconclusion regarding compliance withthisguideline mustbedeferreduntiltheLicenseecompletes theanalysisoftheirspecialliftingdevices.However,thisanalysisshouldaddressthespecificitemsidentified inthisindependent evaluation.

Acomparison analysisfortheSpecialLiftingDevicesusedatR.E.GinnaNuclearPowerPlanttodetermine thecompliance withNUREG-0612 hasbeencompleted byWestinghouse Corp.Thisanalysisencompasses thefollowing specialliftingdevices:ReactorHeadLiftingRig,TheUpperandLowerInternals LiftingAssemblyandTheReactorCoolantPumpMotorSling.Theevaluation showsthatthestresslimitcriteriaofANSIN14.6-1978 associated withcertainstressdesignfactorsfortensileandshearstressesareadequately satisfied.

Enclosedisjustification fordynamicloadfactorsconsidered intheanalysisofthesespecialliftingdevices.(Attachment 3)RG&Ehasimplemented aninspection,,

testingandmaintenance programtoinsurecontinued compliance withANSIN14.6-1978.

Thisprogramwillrequirevisualinspections annually(nottoexceed15months,consistent withpermissible extensions forTechnical Specification surveillance).

Nondestructive examination ofcriticalweldswillalsobedoneeverytenyears.At.thistimetheanalysisisbasedontheoriginaldesigndrawings.

Duringourspringoutage1983"asbuilt,"sketchesofanymodifications oradditions tothespecialliftingdeviceswillbemade,reviewedandanalyzedtodetermine iftheevaluation performed iseffected.

RGGEwillsubmitthisinformation byAugust1,1983.TER2.1.6"LiftinDevices"NotSeciallDesinedGuideline 5,NUREG-0612 Section5.1.15Conclusions andRecommendatxons Determination ofcompliance withGuideline 5mustbedefer'red untilRG&Eprovidesspecificinformation concerning:

1.Installation anduseofslings(inaccordance withANSIB30.9-1971) 2.Selection ofslings(base'duponthesumofthestaticandmaximumdynamicloads)3.Slingmarkingsandslingrestrictions, whereappropriate Inresponseto"conclusions andrecommendations" listedforthissectionRGSEwillimplement ariggerqualification programtoinsurethatslingsareselectedandusedinaccordance withANSIB30.9-1971.Atthistimeslingselection anduseatR.E.GinnaStationistheresponsibility ofeachindividual rigger.The"Handbook forRiggers"byW.G.Newberry, Calgary,Alberta,Canadaiscurrently usedandbelievedtobeequivalent toANSIB30.9-1971.

RG8Ewillhavethequalified riggerprograminplacebyDecember31,1983.TER2.1.7"Cranes"Insection,TestinandMaintenance Guideline 6,NUREG-0612, Section5.1.16Conclusions andRecommendations TheGinnaplantwillcomplywithGuideline 6uponimplementation ofproposedrevisions toinspection, testing,andmaintenance programs.

RGSEResonseRevisions arebeingmadetotheexistingRGSEinspection, testing,andmaintenance programslistedintheFebruary1,1982submittal toinsurefullcompliance withANSIB30.2-1976, Chapter22~Additional programsarebeingdeveloped forjibsandmonorails toinsurethatinspection, testing,andmaintenance procedures complywithANSIB30.11-1980 "Monorails andUnderhung Cranes"Chapter11-2.Allprocedures willbeinplacebySeptember 31,1983.Inresponsetoaquestionconcerning theAuxiliary Buildingoverheadcraneanda"ratedloadtest",theFebruary1,1982submittal statedthatthiscranewasloadtestedpriortoliftingaspentfuelcaskin1973.Thisiscorrect.The40tonauxiliary cranewasloadtestedusinga40tontestload.TER2.1.8"CraneDesin"Guideline 7,NUREG0612,Section5.1.17Conclusion TheGinnaAuxiliary BuildingcranecomplieswithGuideline 7.TheReactorBuildingsubstantially complieswiththisguideline; however,theLicenseeshouldbereadytoprovidesuitabledocumentation tojustifythelocationandmomentofinertiaoftheactuallongitudinal stiffeners.

RG&EResonseJustification forthelocationandmomentofinertiaofthelongitudinal stiffeners usedonthecranebridgeoftheContainment.

OverheadCraneisprovidedinAttachment 4.Inresponsetoaquestionconcerning thehorsepower ratingforthemainhoistofthe100toncontainment overheadcraneitisa5H.P.motor.ThiscapacitywasomittedinerrorintheFebruary1,1982submittal.

RG&EResonseRG&Ehasreviewedthetechnical specifications whichlimittraveloftheAuxiliary Buildingoverheadcraneoverthespentfuelareaandhasfoundthemtobeadequateinterimprotection.

Nootheroverheadhandlingsystemscanphysically moveoverthespentfuelareaexceptthespentfuelmanipulator crane.Thiscranehasundergone analysisforasinglespentfuelassemblyhandlingaccidentandhasbeendeemednottorequirefurtherevaluation.

TERSecialReviewforHeaLoadsHandledOvertheCoreInterimProtection Measure6NUREG-0612, Section5.36Evaluation Conclusion andRecommendatz.ons TheLicenseehasmadenostatements orconclusions regarding thisinterimprotection measure.TheLicenseeshouldreportthecompletion ofthespecialreviewidentified inthsinterimmeasure.RG&EResonseSafeloadpathsforheavyloadliftsmadeincontainment atGinnaStationarephysically restricted.

Procedure A-1305iscurrently thecontrolling load-handling procedure, thecraneisinspected according toANSIandthecraneoperators aretrainedaccording toANSI.FurtheranalysisofhandlingofheavyloadsinthisareaisrequiredtosatisfyNUREG-0612 andshallbeincludedintheload-drop analysissubmittal.

CMAA-70allowsforh/tratiosofupto188forgirderswithnolongitudinal stiffener, andofupto376forgirderswithasinglelongitudinal stiffener.

Weresuchasinglestiffener used,intheGinnacontainment crane,amomentofinertiaaboutthewebfaceofapproximately 1.8in.wouldberequired.

TheGinnadesignemploystwolongitudinal stjffeners, eachwithamomentofinertiaofapproximately 0.46in.aboutthewebface,inconjunction withawebh/tratioof236.Althoughjudgedtomeettheintentofthisguideline, theLicenseeshouldprovidesuitabledocumentation tojustifythelocationandmomentofinertiaoftheinstalled stiffeners.
