Thepurposeofthisletteristoinformyouofthestatusofmodifications beingperformed toaddresshumanengineering discrepancies (HEDs)identified intheGinnaControlRoomDesignReview(CRDR)SummaryReportsubmitted totheCommission byaletterdatedDecember30I1985.Fourhundredandseventy-seven (477)HEDsweregenerated duringthecourseoftheCRDRreview.Ofthese>twohundredandfifty-two (252)weredeclaredbytheRGGECRDRCommittee torequireremedialaction.Remedialactionvariedineffortfrommajormodifications (e.g.iremovalofthe115kVpanelfromthecontrolroomiinstallation ofanewplantprocesscomputerandSafetyAssessment System>installation ofanewcontrolroomlightingsystemiandincorporation ofacompletemaincontrolboardenhancement program)totrainingoftheoperators insuchmattersastheplantcommunication systemandtheuseoftheemergency operating procedures onthenewplantspecificsimulator.

Inadditiontothe252HEDsthatrequiredremedialaction,approximately 110HEDsisuchasthosethataddressed controlroomalarmsicontrollersr annunciator designiadditionofparameters totheplantprocesscomputer>

indicator scalesiandannunciator tiledesignandlayoutiweretohavefurtherstudiesperformed forultimatere-review anddisposition bytheCRDRCommittee.

Originallyr thelastofthesestudieswastobecompleted in1988/howeverrattheurgingoftheNRCStaff>thesestudieswereaccelerated andhavenowbeencompleted.

sometasksthatwereexpectedtobecompleted atthistimearenotyetcomplete.

Thefollowing isadiscussion ofthosetasksthathavenotbeencompleted asscheduled including rescheduled completion dates.SeveralHEDsaddressed individual problemswithcontrolboardindicator scales.Theproblemswerenumerousenoughtowarrantastudyofindicating scalesingeneraltodetermine auniformapproachtotheproblem.Inperforming thestudy<ourcommitment wasexpandedfromapproximately 10scalestoapproximately 70newindicator scales.Installation ofthenewscaleshadoriginally beenplannedtobecompleted byApril1987.However<deliveryofthenewexpandedlistofscalesisnowexpectedtobeinAugust1987.Barringanyunforeseen delay<installation willbecomp-letedinSeptember 1987.A"select"zonebandingprogramforsafetyrelatedindicators willbeimplemented uponcompletion ofthenewscaleinstallations.

Rheostatplatesforemergency dieselgenerator automatic voltagecontrolweretobeinstalled duringtherefueling outageof1987aspartofthemanycontrolboardchangesmadeinthepaint<labelandtapeprogram.Theseplatesaretobeidentical tothoselocatedonarecentlyinstalled localdieselgenerator controlpanelandareexpectedtobedelivered inJune1987,atwhichtimetheywillbeinstalled.

SeveralHEDsaddressed thelackoflabelingandtheunconven-tionalindicator movementofFoxborocontrollers.

Ouroriginalcommitment wastocompletealabelingprogramforthecontrollers duringthe1987springoutage.TheARDCorporation performed acontroller studywhichresultedinseverallabelingsuggestions.

Inaddition>

I6Cpersonnel inves'-tigatedanalternative solutiontotheunconventional indicator movementwhichconsisted ofreplacing thepresentcontrollers onaone-for-one basiswithanewcontroller.

Oneofthenewcontrol-lerswasmockedupinacontrollooptoprovidetheOperators anopportunity tobecomefamiliarwithitscharacteristics.

TheOperators foundthenewcontroller tobeunacceptable<

andfromahumanfactorsstandpoint>

itwasunreasonably complicated.

Forexample>sinceeachcontroller hasaselfcontained microprocessor'ix controlpushbuttonsandthreescalesarelocatedonthefaceofthecontroller.

AllscalesandpushbuttonsarerequiredbyISCtechnicians forprogramming butonlysomeofthepushbuttonsandallscalesarerequiredbytheoperators forcontrol.Basedon

~"JAl4-I4hi theseresults~itwasconcluded thattheappropriate actionistomodifythepresentcontrollers assuggested bytheARDstudy<labelshavebeenorderedandareexpectedtobedelivered inJuneof1987.Installation istobecompleted byJulyof1987.OneHEDaddressed pushbuttoncolorcodingandwasthoughttobeminorinnature.However>uponreviewing allHEDsinprepar-ationforaSupplemental Reportsubmittal<

thereviewofthisHEDrevealedthattheGinnapushbuttoncolorcoding"convention" wasnotallencompassing.

Amorecomprehensive "convention" isbeingestablished.

ThisHEDwillbecorrected duringthe1988refueling shutdownsincecorrective actionwillrequiremodification toseveralfunctioninitiation pushbuttons.Ifyouhaveanycommentsorquestions<
