Severalreasonswerestatedforthis,asfollows:~TheRHRvalvesaredesignedsuchthattheyarephysically unabletoopenagainstadifferential pressuregreaterthan500psi~Byadministrative procedure, theRHRvalvesarekey-locked closed,withpowerremoved~Areliefvalve,setat600psig,isavailable intheRHRsystem.InthecourseofRG&E'simplementation ofourMOVtestingprogram,usingtheguidanceofGenericLetter89-10,ithasbeendetermined, thatMOVs701and720willopenagainstadifferential pressureofgreaterthan500psi.Nonetheless, RGGEconsiders that,withthepresentarrangement, nointerlocks arerequiredforthesevalves.Inorderforapotential overpressurization oftheRHRsystemtooccur,thefollowing setoffailureswouldhavetooccur:(Note:a.schematic oftheRHRsystemisshownonUFSARFigure5.4-7.)1.Powerwould.havetobedeliberately restoredatthebreaker,inviolation ofprocedure A-52.2Theinterlocked in-boardvalves(MOV700orMOV721)wouldhavetofailtoallowsignificant leakage.Thisisconsidered oflowprobability, sincethesevalvesareintheGinnaPumpandValveInservice TestingProgram,andareleak-tested onanannualbasisusinrocedurePT-8.3.gpPDRADOCK00000244P~gg/~g~P~PggPb.g2S'8CO2.Thekey-locked switchwouldhavetobeenabled,andthevalveopened,inviolation ofnormalalignment procedures J4.~~ReliefvalveRV-203,withacapacityof70,000lb/hr,wouldhavetofail.Thisreliefvalvehasbeentestedannually(RSSP-12) forseatleakageandsetpointverification.
