SincetheJuly9,1990NRCRequestforAdditional Infor-mation,RGGEhasreviewedallcurrently available originaldesigndocuments.

Thereviewhasprovidedagoodunderstanding oftheoriginaldesignintentofallcomponents ofthejoint.Thefollowing isadescription ofRGGE'sfindingsofthedesignbasisforeachofthecomponents intheconnection (seeAttachments

-1and2).Tendon/Rock AnchorsThetendonconsistsof90-1/4"highstrengthsteelwiresconforming toASTMA421-59T, TypeBA.Thetendonsystemprovidessufficient verticalprestress forcesotherearenonetmerid-ionalmembranetensileforcesintheconcreteshellunderappli-cationofdesignloadcombinations.

Theinsidediameterofthebellowsisapproximately 5.6inchesandthediameteroftnetendonbundleisapproximately 3inches.With1.3inchesclearance andmaximumpredicted horizontal movementatdesignloadsof0.2inch,marginisavailable toprecludecon-tact.Theneoprenepadsusedinthedesignwerespecified toconformtostandardoftheAmericanAssociation ofStateHighwayOfficials.

Thismaterialisusedextensively inU.S.andEuropeanbridgeconstruction.

Thepurposeofthepadwastopreventmomentsfrombeingdeveloped inthecylinderwall.TensionBarsThetensionbarassemblies areapproximately 20feetlongandconsistsofa13/8inchdiameterbarwithtwoanchorplates.ThebarconformstoASTMA322-64aandASTMA29-64.Theanchorages platesconformtoAISIC-1040andshalldevelop100%ofthebarsultimatestrength.

Theassemblies areorientedradiallyatabout1foot1inchcenterstyingthebaseofthecylindrical walltothematconcrete.

Thebarsweredesignedtotransferhorizontal loadsfromthecylindrical containment shellintothebasemat.Theytransferloadsfrominternalpressureandearthquake.

Thedesignofthecontainment wasbasedonanequivalent staticseismicanalysis.

Inconjunction withcontain-mentdesign,adynamicmodalanalysiswasperformed.

Themodalanalysisshowedthatthehorizontal seismicloadswereapproxi-matelyhalfthoseusedinthedesign.Inthedesignofthesebars,theassumption wasmadethatthetotalseismicloadistransferred byonlyhalfofthetotalnumber,whichisaconservative assumption.

Further,nocreditwastakenforthefactthatthecylindercapsatwo-footthick matandthetruehorizontal loadtransferwouldbebyacombin-ationoftensileandcompressive loads.Additionally, attheverticaljointwheretherodexistsfromthecylindrical sectionintothebaseslab,thebarsareencasedinthesamegreaseasthetendons.In1990,RG&Econducted therequiredtendonsurveillance testing,whichteststhetendon/rock anchorsystem.Theresultsoftheliftofftestshaveshownthattherequiredprestress continues tomeetalldesignrequirements.

Aspartofthetendontestingprogram,asacrificial tendonwirewasextracted, examinedandtested.ThatwireextendedthefullheightoftheContainment downtothetendon/rock anchorcoupling.

Thewireshowednoevidenceofcorrosion andtestedouttoitsspecified yieldandultimatestrengths.

Thegreasewhichsurrounds thetendonwasalsoanalyzedandshowednoevidenceofwaterorunacceptable levelsofchlorides, nitratesorsulfides.

RG&Eperformed chemicalanalysisofthewaterinthevicin-ityofthejointandfoundittohaveapHof7.5,125PPMchlorides and120PPMsulfate,valueswellwithinacceptable limits.RG&Eisperforming adetailedfiniteelementstressanalysisofcylindrical walltobasematconnection toobtainabetterunderstanding oftheinherentconservatism'.

Theworkhasbegunandwillbecompleted bymid-December, 1990.RG&Eisintheprocessofmakingrepairsand/ormodifi-cationstothefoundation areatoassurethatnostandingground-waterwillbeincontactwiththisjoint.'numberofmaterials arebeinginvestigated.

Atthistime,adefinitive scheduleforcompleting themodifications/repair isdependent ontheseinves-tigations, butwearestrivingforacompletion dateofNovember30,1990.Thisperiodwillpermitadetailedinvestigation ofpotential materials'o ensurethattheselectedapproachwillbeeffective.

Inlightoftheabovediscussion, RG&Ebelievesthattheexistingcondition isnotasafetyconcernandthatthereisnoreasontosuspectthatthejointwillnotperform'its designedfunctionforthefollowing reasons:oTheresultsofthetendonlift-offtestsconfirmthatthetendon/rock anchorsystemareperforming asdesigned.

Italsoconfirmsthattheneoprenepadshavenotdeteriorat'ed, otherwise tendonforceswouldbelowerthanrequired.

0Theezamination ofthesacrificial wireshowednosignsofcorrosion present.0Nomoistureorunacceptable levelsofchlorides,

nitrates, orsulfideswerefoundinthetendongrease.0Thechemistry ofthegroundwater isbasicandcontainslowlevelsofchlorides andsulfates.

0Thereisnoevidenceofgreaseleakingfromthejoint,implyingthatthebellowsarefunctioning asdesigned.

0Thetension,barsystemandthecylinder/base mat.con-figuration providediverseloadtransferring mech-anisms.0Thematerials ofthecriticalcomponents arenotsus-ceptibletostresscorrosion cracking.

Basedonareviewofthedesigncalculations, ourbestengineering judgement isthatthesystemasawholeissubstan-tiallyconservative.
