CLARIFICATION OFNRCREQUIREMENTS FOREMERGENCY RESPONSEFACILITIES ATEACHSITEOverthepastseveralmonthstheNRCstaffhasbeenconducting, reviewsofeachlicensee's proposaltoupgradetheirplanttocopewithemergencies.

Thelessonslearnedandemergency planningreviewteamshaveidentified areaswhereclarification oftheNRCpositionisnecessary.

Ourpreviousrequirements fortheTSChavebeenmodifiedtoallowanonsiteTSCincloseproximity tothecontrolroomthatwouldnotmeetthehabitability require-ments,providedthatabackup,habitable TSCislocatednearthesite.Itisthepurposeofthislettertosetforthclarification ofNRR'srequire-mentsforthethreeemergency responsefacilities definedinmySeptember 13,1979letterto"AllOperating NuclearPowerPlants".Additional specificcriteriaforthesefacilities isunderdevelopment.

Thescheduleforimplementing theserequirements hasnotchanged.Ifyouhaveanyquestions regarding thisclarification, pleasecontacttheNRCProjectManagerforyourfacility.

Hhilecaremustbetakeninselecting technical inputavailable intheTSC,itappearslikelythataccesstoadditional, controlroomdatawouldberequiredduringanemergency.

ThelocationoftheTSCshallalsobesuchastofacilitate occasional face-to-face contactbetweenkeycontrolroomandTSCsupervisors (management presence).

Theemphasisindesigning theTSCinformation displaysshouldbeonreactorsystemsstatus.Thoseindividuals whoareknowledgeable ofandresponsible forengineering andmanagement supportofreactoroperations intheeventofanaccidentwill-reporttothe'SC(minimumsize25personsincluding 5NRC).Thosepersonswhoareresponsible fortheoverallmanagement oftheutilityresources including recoveryfollowing anaccident(e.g.,corporate managers) shouldreporttotheEOF(seebelow).Uponactivation, theTSCwillprovidethemaincommunication linkbetweentheplantandtheoperator's near-site Emergency Operations

Facility, andthemaincommunication linktotheNRCforplantoperations matters.TheTSCmustbehabitable tothesamedegreeasthecontrolroomforpostulated accidents (SRP6.4asrevisedbyNUREG-0660).

Wheretheprimary,in-plant, TSCisnotmadehabitable becauseofsite-specific considerations, abackupTSCwhichdoesmeetthehabitability requirements mustbeprovidedonornearthesite.Parameters transmitted byanynucleardatalinkinstalled tomeetfutureNRCrequirements shouldbe'ayailable.for displayintheTSCandtheEOF,Onsite0erational-Suort'Center (AssemblArea)TheOperational SupportCentershallbetheplacetowhichtheoperations supportpersonnel reportinanemergency situation.

Communications willbeprovidedwiththecontrolroom,OTSCandEOF.Emerenc0erationsFacilit(Near-Site)

TheEmergency Operations Facility(EOF)willbeoperatedbythelicenseeforcon-tinuedevaluation andcoordination oflicenseeactivities relatedtoanemergency havingorpotentially havingenvironmental consequences.

TheEOFmusthave*thecapability todisplaythesameplantdataandradiological information aswillberequiredfortransmittal totheNRC.TheEOFwillhavesufficient spacetoaccommodate representatives fromFederal,Stateandlocalgovernments ifdesiredbythoseagencies, including facilities fortheseniorNRCrepresentative (10)on-site.Inaddition, thema)'orStateandlocalresponseagenciesmayperformdataanalysisjointlywiththelicensee.

Overallmanagement ofutilityresources including recoveryoperations following anaccident(e.g.,bycorporate management) shallbemanagedfromthisfacility.

Pressfacilities forabout20peopleshallbeavailable attheEmergency Operations Facility(periodic use).Sitemeteorology shouldbeusedtotheextentpractical fordetermining theEOFlocation.

TheEOFshouldbelocatedwithinaboutonemileofthereactor.TheEOFshouldbeasubstantial structure, providing significant shielding factorsfromdirectradiation andthecapability toisolateventilation systems.Filtration systems(atleastHEPAfilters)shallbeprovidedinnewstructures.

Arrangements shallbemadetoactivateanalternate EOFintheeventthatthenearsiteEOFbecomesuninhabitable.
