77OCHf7ERGASAhIOELEC7RICCORP.DA7EDecember29,1978Mr.EldonJ.Brunner,ChiefSHEE7NO.2"Contrarytotheabove,asofNovember16,1978,thefollowingsingletyperecordswerestoredintheindicatedlocationswhichdidnotmeetthedescribedsinglerecordstoragefacilityphysicalfeaturerequire-ments.OriginalradiographsofsafetyrelatedsystemssuchasReactorCoolant,SafetyInjectionandChemical-VolumeControl,datingto1968,storedincardboardfilingboxes(Nos.51,52,53,57,and58)attheAndrewsBuilding.OperationsRecorderCharts(nocopies/duplicatesavailable)storedinsteelfilingcabinetsinavacantofficeatthestationWarehouseBuilding."Sincetheinspectiontheradiographshavebeenremovedfromthecardboardfilingboxesandplacedinfirerated(Class350-1hr)cabinets.Fireratedcabinets(Class150-1hr),bettersuitedfortheprotectionofradiographs,havebeenpurchasedandwillbeutilizedforthestorageoftheradiographsupontheirreceiptinearlyJanuary.Theradiographcabi-netswillbelocatedattheJeffersonRoadRecordVaultwhichhasafourhourfireratingandisequippedwithtemperatureandhumiditycontrol.Uponcompletionoftheirrelocationbymid-January,theradiographswillbeaffordedthenecessaryprotectionforasinglerecordstoragefacilityhavingphysicalrequirementscomparabletothosespecifiedinparagraphs5.6ofANSIN45.2.9-1974.DuetothespacelimitationatthejeffersonRoadRecordVault,anewrecordstorageroomisbeingdesignedandconstructedtoaccommodatetheremainingnonduplicaterecords.ThisnewstorageroomwillmeetthephysicalrequirementsforasinglerecordsstoragefacilityprescribedbyANSIStandardN45.2.9and/orsuitablefireprotectionalternativesprovidedbyNRCRegulatoryGuide1.88.Pendingcompletionofthenewstorageroom,thefirerated(Class350-1hr)filingcabinetswhichcontaintheOperationsRecorderChartsarebeingtransferredfromtheWarehousebuildingtoavacantroomattheAndrewsSt.facility.Thevacantroomisbothmoresuitablethanthewarehouselocationandremotefromtheexistingstorageforduplicaterecords.Thisinterimstoragelocationisinafireresistivereinforcedcon-cretebuilding,hasasprinklersystemandisfreeofcombustiblesotherthantheprotectedrecords.Thesurroundingareahasbeenrecentlyvacated,con-tainsaminimumofcombustiblesandisalsoprotectedbyasprinklersystem.Withtheexceptionofmeetingthefourhourfirerating,theinterimstoragelocationhasthefeaturesessentialfortheprotectionoftherecordsfrompossibledestructionbycausessuchasfire,flooding,tornadoes,insects,rodentsandfrompossibledeteriorationbyacombinationofextremevaria-tionsintemperatureandhumidity.CompletionandoccupancyofthenewfourhourrecordsstorageroomisexpectedbyJune1980.

ROCHESTERGASANDELECTRICCORP.DATEDecember29,1978'Mr.EldonJ.,Brunner,ChiefSHEETNO.3Correctivestepsbeingtakentoavoidfurtheritemsofnoncompli-ancearethreefold:1.ClarificationhasbeenprovidedintheQAManualandwillbeprovidedintheGinnaProcedureQC1701ofthelikelihoodthatsomerecordsareunabletobeduplicatedandthepreferredrequirementsandlocationfortheirstorage.2.GinnaandEngineeringrecordsprocessingpersonnelwillbereindoctrinatedinrecordstorageandpreservationrequire-ments.3.GinnaStationrecordspersonnelhaveinitiatedaninvestigationtodeterminetheexistenceofadditionalrecordswhicharenotpresentlyduplicatedandwhichwillrequireprocessingsimilartotherecordercharts.Inaddition,thisinvestigationwilldetermineifallrequiredoperatingrecordsarebeingprocessedforrecordretention.Complettonofttems(1)and(2)aboveisexpectedbyyebruary28,1979.Completionofitem(3)isexpectedbyjune30,1979..Asindicatedearlier,June1980istheexpecteddatewhenfullcompliancewillbeachievedforthestorageofallnonduplicaterecords.Theinspectionreportcontainsnoinformationthatisconsideredproprietary.Verytrulyyours,gP4k..L.D.Whte,Jr.
