Inaccordancewithrequirementsof10CFRPart50,Section50.55a,paragraph(g),wehaveenclosedtheGinnaStationInservicePumpandValveTesting(IST)ProgramfortheJanuary1,1990throughDecember31,1999intervalforyourreviewandapproval.ThisprogramwilldirectsurveillancerequirementsdelineatedinTechnicalSpecificationsSection4.2fortheInservicePumpand.ValveTestingProgram.Theenclosureisentitled"AppendixCInservicePumpandValveTestingProgramforthe1990-1999Interval."ThisprogramcloselyparallelstherecentlyrevisedRGGEISTprogramfor1989endorsedbyyourletterdatedMay3,1989.Inaccordancewith10CFR50.55aparagraph(g)(4)(ii),thisprogramisbasedonthe1986EditionofASMESectionXI".Theenclosed10yearsubmittalwasreviewedtopositionsdelineatedinAttachment1bfUSNRCGenericLetter89-04issued.onApril3,1989'.TheprogramcomplieswithpositionsofAttachment1withonepossibleexception.Position4ofAttachment1would.requiretwoseriescheckvalvesinEventVconfigurationstobeindividuallytested.TheGinna.configura-tionforSafetyInjectiontoeachReactorCoolantSystemHotLegcontainstwoseriescheckvalvesinserieswithalockedclosed,deenergizedmotoroperated.valve.Themotoroperatedvalveisleaktestedalongwithaleaktestconductedonthecheckvalvesinseries.Anevaluation.hasbeeninitiated.todetermineifthisisadiscrepancy.Theresolution,tobeprovided.priortoAugust.1,1989,willeitherinvolvefurtherclarificationtoTechnicalSpecifications,furtherclarificationofthissubmittaloracommitmenttoafuturemodification.39060501448'F0523PDRAGOCK05000244PPDC GenericLetter89-04,Attachment1-Position11identifiesexamplesofvalvesandpumpsorvalvegroupsthathavegenerallyanderroneouslybeenomittedfromISTprograms.SuchitemsareincludedintheprogramasManagementdirectedupgradesorfromagoodEngineeringpracticestandpoint,whentheyareapplicabletoRGGE'sSystemSelectionCriteria.ThefollowingEGGGresponsenumbersdocumentedinoursubmittaldatedDecember20,1988substantiatetheexclusionofsomeoftheseexamplesfromtheISTProgram.Position11referenceEG&GResponseNumberControlRoomChilledWaterAccumulatorMOVs/VentsAuxiliaryPrzrSprayBoricAcidTransferPumpsValvesinEmergencyBorateFlowpathH-2E-10B-1B-7;2-7B-7;2-7SinceourDecember20,1988responsetothe99EGGGquestionsprovidedinyourJune21,1988lettertoMr.R.W.Kober,achangeinourresponsetoQuestionsB-2,B-5,D-4,E-3,E-5,F-4,L-1,P-6andP-9hasoccurred.asfollows:TheB-2andB-5responsesindicatedthatvalves204A,427and820weretobetestedaseitherpressureorcontainmentisolationvalves.Withthereclassificationofletdownisolationvalves200A,200B,202toserveasbothpressureandcontainmentisolationfunctions,valves204A,427and820arenotrequiredtobeincluded.intheISTprogram.TheD-4responseindicatedthatfullstroke.exercisingflowratesforCCWvalves723AandBwas2500GPM.Subsequentevaluationindicatesthatthesevalveswillbepartialstroketested.to2500GPMquarterlyand.fullstroketested.to2980GPMatcoldshutdown.Thisisduetosystemconfigurationandtestmethodsavailableatpower.TheE-3responseindicatedfullstrokeexerciseforSIpumpdischargecheckvalves870A,870B,889A6889Bwouldoccurduringcoldshutdowns.Duetolowtemperatureoverpres-surizationconcernsforthereactorcoolantsystem,arefuelingfrequencyisnowproposedconsistentwithreliefrequestVR-11.TheE-5responseindicatedfullstrokeexerciseforsafetyinjectionsystempressureisolationvalves878Gand878Jwouldoccurduringcoldshutdowns.DuetolowtemperatureoverpressurizationconcernsforthereactorcoolantsystemarefuelingfrequencyisnowproposedconsistentwithreliefrequestVR-10.

TheF-4responseindicated.thatsafetyinjectionrecir-culationand,testlinereturnvalves897and898wouldbeexercisedatcoldshutdownastheywereblockedopenduringnormaloperation.Duringthe1989outagetheairoperatedvalveswerereplacedwithmotoroperatedvalvespermittingquarterlytestinginaccordancewiththeCode.~TheL-1responseprovidedatestmethodforclosureverificationofMainFeedwatercheckvalves3992and3993.Analternatemethod,hasbeendevelopedtotestthevalvesduringroutinecoldorrefuelingshutdownsinvolvingapressuredropverification.Thiswillbeusedinlieuofthemethodpreviouslydescribed.Forunscheduledshutdownsresultingfromaplanttrip,areliefrequestisprovided.toallowdeferraloftestingtothenextplannedcoldshutdownorrefueling.~TheP-6responseindicatedthatvalve857Cwasapassivevalvewhichiskeptlockedopenwithpowerremoved.Duringthe1989outagetheRHRtoSIsystemcross-connectvalveswereupgraded.Valve857Cisnowmaintainedclosedandisrequiredtoopenforhighheadsafetyinjectionre-circulation.Thisvalvehasbeenincludedintheprogramandwillbeexercised.inaccordancewiththeCode.~TheP-9responseindicatedthatvalve822Ahadasafetyfunctionandwouldbeadded,totherevisedISTprogramasaCategoryAClassboundaryvalve.Subsequentreviewhasdetermined.thatvalve822Aisnotacontainmentisolationvalve,thereforenegating,itsneedtobeincludedintheIST'rogram.Considerationwasgiventoevaluatingtimeandresourcesneededforanadequatepumpand.valvereviewtocurrentcriteriaandguidelinesestablishedinGenericLetter89-04.Itwasestimatedthatoneyearand,approximately2500man-hours,asaminimum,wouldberequired.forexistingprograms.Verytrulyyours,RobertC.MedyGeneralManager,NuclearProductionRCMhcemh114 0CII'
