~Resesse:Theexemptionofsteamgeneratorsnubbersfromfunctionaltestingistechnicallyjustifiablebythepassive-typeorificedesignusedintheGinnasteamgeneratorsnubbers.Controlvalvesarenotusedanditherefore>thefailureofsuchvalves(thepredominantfailuremodeofotherlarge-boresnubbersasdiscussedinIEBulletin86-102)isnotapplicable.TheGinnasnubberswerefunctionallytestedatthemanufacturerandthedesignhasnotbeenmodified.Theexpectedfailuremodeforthesesnubbersisfailureofshaftsealsorendplate0-ringseals.Periodicinspectionandmaintenanceeffortswilldetectsuchfailures>andpost-maintenancehydrotestinginaccordancewithmaintenanceprocedureM40.7(theonlyfunctionaltestcontainedinN40.7)confirmssealintegrity.Beginningwiththe1988refuelingoutageiallofthesteamgeneratorsnubberswillbevisuallyinspectedannually.AnysteamgeneratorsnubberremovedformaintenancewillbeinspectedandtestedinaccordancewithM40.7.Item5:Currently>changestothesnubbersurveillanceprogramarereportedtotheNRCpursuantto10CFR50.90.Thelicensee'sproposalremovedportionsofthesnubberTechnicalSpecifications(particularlythesafetyrelatedsnubbertablelistingsandtestingrequirements)andplacedtheminthesiteQAMiAppendixBiInserviceInspectionProgram.ChangesormodificationstothebodyoftheQANaresubmittedannuallytotheNRCper10CFR50.54(a).Similarly>reliefforchangesordeviationsfromASNESectionXIiInserviceInspectionProgramrequirementsiarereviewedbytheNRCinaccordancewith10CFR50.55(a)g.However>itisnotapparentwhattypeofreportingrequirementswouldapplytofuturechangesofthesnubberinspectionprogramtestingcriteriabasedupontheproposedamendment.TheproposedSpecification4.14hasbeenrevisedtoincorporatethesnubbertestingrequirementsiconsistentwithStandardTechnicalSpecifications.In.responsetotheadditionalStaffcommentsithefunctiona$testingacceptancecriteriahavebeenrevisedtorequireverificationofactivationwithinthespecifiedrangeinbothtensionandcompression.Also>theproposed,ISIProgramtables8.1and8.2provideacurrentlistofinstalledsafetyrelatedsnubbersasrequestedbytheStaff.

functionaltesting,additionalsamplingisrequiredduetofailureofonlyonetypeofsnubber,thefunctionaltestingresultsshallbereviewedatthattimetodetermineifadditionalsamplesshouldbelimitedtothetypeofsnubberwhichhasfailedthefunctionaltesting.SteamGeneratorsnubbersareexcludedfromthefunctionaltestingrequirements.d.FunctionalTestAccetanceCriteriaThesnubberfunctionaltestshallverifythat:1)Activation(restrainingaction)isachievedwithinthespecifiedrangeinbothtensionandcompression;2)Snubberbleed,orreleaseratewhererequired,ispresentinbothtensionandcompression,withinthespecifiedrange;3)Whererequired,theforcerequiredtoinitiateormaintainmotionofthesnubberiswithinthespecifiedrangeinbothdirectionsoftravel;and4)Forsnubbersspecificallyrequirednot,todisplaceundercontinuousload,theabilityofthesnubbertowithstandloadwithoutdisplacementisverified.TestingmethodsmaybeusedtomeasureparametersindirectlyorparametersotherthanthosespecifiedI4.14-4Proposed rII,nPIl41' ifthoseresultscanbecorrelatedtothespecifiedparametersthroughestablishedmethods.e.FunctionalTestFailureAnalsisAnanalysisshallbemadeofeachfailuretomeetthefunctionaltestacceptancecriteriatodeterminethecauseofthefailure.Theresultsofthisanalysisshallbeused,ifapplicable,inselectingsnubberstobetestedinanefforttodeterminetheoperabilityofothersnubbers,irrespectiveoftype,whichmaybesubjecttothesamefailuremode.Forthespecificcaseofasnubberselectedforfunctionaltestingwhicheitherfailstoactivateorfailstomove,i.e.,frozen-in-place,thecausewillbeevaluatedand,ifcausedbymanufacturerordesigndeficiency,allsnubbersofthesametypesubjecttothesamedefectshallbeevaluatedinamannertoensuretheiroperability.This'testingrequirementshallbeindependentoftherequirementsstatedinSpecification4.14.1.cforsnubbersnot.meetingthefunctionaltestacceptancecriteria.Foranysnubbersfoundinoperable,anengineeringevaluationshallbeperformedonthecomponentstowhichtheinoperablesnubbersareattached.Thepurposeofthisengineeringevaluationshallbetodetermineifthecomponentstowhichtheinoperable4.14-5Proposed snubbersareattachedwereadverselyaffectedbytheinoperabilityofthesnubbersinordertoensurethatthecomponentremainscapableofmeetingthedesignedservice.f.SnubberSealServiceLifeNonitorinThesealservicelifeofhydraulicsnubbersshallbemonitoredandseals.replacedasrequiredtoensurethattheservicelifeisnotexceededbet-ween:surveillanceinspectionsduringaperiodwhenthesnubberisrequiredtobeoperable.Thesealreplacementsshallbedocumentedandthedocumenta-tionshallberetainedinaccordance,withTechnicalSpecification6.10.2.Basis:LISnubbersareprovidedtoensurethatthestructuralintegrityofthereactorcoolantsystemandallothersafetyrelatedsystemsismaintainedduringandfollowingaseismicorothereventinitiatingdynamicloads.Thevisualinspectionfrequencyisbaseduponmaintainingaconstant,levelofsnubberprotectiontosystems.Therefore,therequiredinspectionintervalvariesinverselywiththenumberofinoperablesnubbersfoundduringaninspection.Inspectionsperformedbeforethatintervalhaselapsedmaybeusedasanewreferencepointtodeterminethenextinspection..However,theresultsofsuchearlyinspectionsperformed'beforethel'riginal,requiredtimeintervalhaselapsed(nominal,Iki4.14-6Proposed timeless25%)maynotbeusedtolengthentherequiredinspectioninterval.Anyinspectionwhoseresultsrequireashorterinspectionintervalwilloverridetheprevi.'ousschedule.Whenthecauseoftherejectionofasnubberisclearlyestablishedandremediedforthatsnubberandforanyothersnubbersthatmaybegenericallysusceptible,andverifiedbyinservicefunctionaltesting,that,snubbermaybeexemptedfrombeingcountedasinoperable.GenericallysusceptiblesnubbersarethosewhichareofaspecificmakeormodelandhavethesamedesignLfeaturesdirectlyrelated'tothesnubberrejectedorarethosewhichare-similarlylocatedorexposedtothesameenvironmentalconditionssuchastemperature,.radiation,andvibration.Whenasnubberisfoundinoperable,anengineeringevaluationofthesupportedcomponentisperformedinordertodetermineifanysafety-relatedcomponentorsystemhasbeenadverselyaffectedbytheinoperabilityofthesnubber.Thisevaluationisinadditiontothedeterminationofthesnubbermodeoffailure.Theengineeringevaluationshalldeterminewhetherornotthesnubberfailurehasimpartedasignificanteffectonorcauseddegradationofthesupportedcomponentorsystem.4.14-7Proposed Toprovideassuranceofsnubberfunctionalreliability,arepresentativesampleoftheinstalledsnubberswillbefunctionallytestingduringplantshutdownsat18,monthintervals.Observedfailuresofthesesamplesnubbersshallrequirefunctionaltestingofadditionalunits.Hydraulicsnubbersandmechanicalsnubbersmayeachbetreatedasadifferententityfortheabovesurveillanceprograms.The,servicelifeofasnubberisevaluatedviamanufacturerinputandengineeringinformationthroughconsiderationofthesnubberserviceconditionsandfunctionaldesignrequirements.Theonlysnubbercomponentswithservicelivesnotexpectedtoexceedplantlifearesealsando-ringsfabricatedfromcertainsealmaterials.Therefore,asealreplacementprogramisrequiredtomonitorsnubbersealando-ringservicelifetoassuresnubberoperabilityisnotdegradedduetoexceedingcomponentservicelife.4.14-8,Proposed
