ROCHESTERGASANDELECTRICCORP.DATEOctober21,1987Mr.W.T.RussellSHEETNO.2TheDesignAnalysiswasprovidedtomembersofplantstaffandPlantOperationsReviewCommittee(PORC)fordetailedreviewandthePORCmetonOctober9toperformareviewofthediscrepancyevaluationspursuanttolOCFR50.59.PORCreachedtheconclusionthatthediscrepanciesidentifiedintheDesignAnalysisdidnotinvolveanunreviewedsafetyquestionorrequireachangeintheplantTechnicalSpecifications.3~AfusereplacementprogramforallPriority1and2DCfusediscrepancieswasinitiated.Alldiscrepancieswhichcouldberesolvedatpowerwithoutsubjectingtheplantorpersonneltosafetyoroperationalchallengeseitherasaresultofthereplacementorasaresultofrequiredpost-maintenancetestingwerecompletedbyOctober9.Severalofthesediscrepancieswereresolvedthroughfurtherinspection,forexamplebyrotatingthefuseinthefuseclipsuchthatthesizecouldbeobservedanddocumentedasbeingthecorrectsize.Asidentifiedinitem13below,allremainingpriority1and2discrepancieswillberesolvednolaterthantheendofthe1988refuelingoutage.4~AtthecompletionofInspection87-23,severalcabinetscontainingDCfusesremainedtobeinspected.ThosecabinetswhichcanbeinspectedduringplantoperationwithoutsubjectingtheplantorpersonneltosafetyoroperationalchallengeswereinspectedbyOctober12.Thosecabinetsremainingtobeinspectedwillbeinspectednolaterthantheendof1988refuelingoutage.Anydiscrepancieswhichmaybeidentifiedwillbeaddressedasdescribedinitem8below.5~PersonnelcurrentlyinvolvedwithDCfusereplacementshavebeenfamiliarizedwithplantprocedurerequirementsforfusereplacement(A-60)aswellaswiththerequirementthatfusesizeandtypebeobservableandverifiablefollowinginstallation.PersonnelinstallingDCfusesinthefuturewillbefamiliarizedpriortoperformingtheseactivities.OtherconcernsraisedbytheNRCinspectionduringInspection87-23havebeenreviewed,prioritieshavebeenestablished,andschedulesforresolutionhavebeenset.Theseareasfollows:a~EngineeringdocumentsprovidingdirectionforinstallationoffuseclipreducerswillbeissuedbyOctober30.V'.Personnelinvolvedininstallationoffuseclipreducerswillbefamiliarizedwiththerequirementsofitem6.a.priortoperformingtheactivity.

ROCHESTERGASANDELECTRICCORP.oATEOctober21,1987ToMr.W.T.RussellSHEETNO.3c~WalkdownsofwiringforsizeandtypewillbeperformedforthemainDCsystemmajordistributionpanelspriortoOctober30.SchedulesforwalkdownsforthebalanceoftheDCsystemarecurrentlybeingdevelopedandwillbefinalizedbyOctober30'eTheseismicsupportsfortheBbatteryhavebeenreexaminedandfoundtobesoundwithnoindicationofdegradation.Anactionplantoaddressthisconcernwillbedevelopedpriortotheendofthe1988refuelingoutage.e~AvoltageregulationstudywillbeperformedontheexistingDCsystembyNovember30.Avoltageregulationstudyforthereconfigured.DCsystemresultingfromEWR3341willbecompletedpriortoissuanceofEWR3341constructiondocuments(seeitem11below).f~TheDesignCriteriaforEWR3341willberevisedbyOctober30toreflectsuggestionsmadebytheNRCinspector.g.Theneedforfirebarriersinconduitforthepurposeofelectricalseparationwillbereviewedandascheduleforanyadditionalactionswillbepreparedbytheendofthe1988refuelingoutage.7.TestingofallDCfusesatthetestfacilityasofOctober2hasbeencompleted.AdditionalDCfusesarebeingtestedastheyareprovidedtothetestfacility.8.NonconformanceReports(NCRs)arebeingutilizedtodocumentanddispositionallDCfuseanomaliesnotaddressedintheDesignAnalysisdescribedinitem1above.9~AllPriority3DCfusediscrepancies(thelowestpriority)whichcanberesolvedatpowerwithoutsubjectingtheplantorpersonneltosafetyoroperationalchallengeseitherasaresultofthereplacementorasaresultofrequiredpost-maintanancetestingwillberesolvedasquicklyasisreasonablewhilemaintainingpropercontrolofallactivitesandconsistentwithotherplantpriorities.AllthatcanbeaccomplishedatpowerwillberesolvedbyNovember30,withthemajorityofthesetoberesolvedbyOctober30.Anyfusediscrepancieswhich'cannotberesolvedatpowerwillberesolvedbytheendofthe1988refuelingoutageasdescribe'dinitem13below.
