0I Theprocessradiationmonitoringsystemconsistsofnineindependentsubsystems.Thevariousannunciatorsfortheninesubsystemsarelocatedonthepanels1C651,1C668,1C601andOC653.Thissystemisdistinctlydifferentfromthearea.radiationmonitoringsysteminthatthemonitorsprocessfluidsforradiationlevelsandprovidesnotonlyindicationbutcaninitiateactiontocontaintheradioactivereleaseintheeventthat,predetermined.releaseratesareexceeded.Thealarmsarespreadthroughouttheinnerringalarmpanelstocoincidetotheextentpracticablewiththesystemswhichtheyaremonitoring.AdiscussionoftheprocessandarearadiationmonitoringsystemsandthepositionofthealarmsinthecontrolroomispresentedtolicensedoperatorsintheSusquehannaSystemTechnologycourse.oThereis-noneedtomovethearearadiationannunciators.Thesystemisbeingenhancedbygeneratingacomputerdisplay(s)toshowarearadiationlevelreadings,reducingtheabsoluteneedtogotothebackpanelforlevelreadings.le.oThedisplaywillbeaddressedaspartoftheNR700longtermreview.Theaudiblealarmsoundintensitylevelwaslow(about1dbAaboveambient).Averagemeasuredambientsoundlevelwas61dbA.(Category1)oInitemlb,PPSLagreedtoprovideadditionalannunciatorhorns.Whenimplementingitemlb,carefulattentionwillbepaidtosoundintensitylevel.oThemodificationwillbecompletepriortofuelload.1f.Thecomputeraudiblealarm(chime)intensitylevelwasnearlyequaltotheintensityoftheambients'oundlevel.(Cateogory1)oPPScLwillobtainanewchimewithadequateintensity.oThemodificationwillbecompletepriortofuelload.lg.,Theunfinishedcontrolroomfloorcouldhavecontributedtoerroneoussound'levelreadings,therefore,thesoundlevelsshouldbereviewedwhenthecontrolroomconstructionis-completed.(Category1)Acontrolroomsurveywillbetakennearthetimeoffuelloading.Sincethisisatwounitcontrolroom,afinal.surveycannotbedoneuntilbothunitsarecompleted.Essentially,longtermitem,butasurveywillbetakenwithinafewweeksoffuelloadtoassurethattheinterimconfi'gurationdoesnotresultinanunacceptablenoiselevel.2 I

SECTION2CONTROLS2a.Items(1)and(2)controlusedfor"open/close"functionsare-notconsistentonpositionindications.Somecontrolshave"open"ontheleftand"close"onthe~riht;othersarereversed.(Category1)ThecontrolconventionforSSESisestablishedbycontrolmovement,notbyclose/openlabelposition.Thisinagreement,withNUREG/CR-1580whichstatestheONfunctionshouldhaveacontrolactiontotherightandOFFfunctionshouldhavecontrolactiontotheleft.Forotherplants,theterminologyCLOSE/TRIPhasbeenapplied.ThereisnoinherentadvantagetochangingthewordOPENtoTRIP~AllPPSLplantsareconsistentintheuseofCLOSE/OPENterminologyforbothbreakerandvalves.Itshouldbenotedthatanyreversingofcontrolmovementwouldcreateaninconsistentindicatorlampconvention.Currently,indicatorlamps(yellow/red)haveaconsistentleft/rightorientationforcontrols.Noactionrequired.2.a.3HXLevelControlR604B(BailyController)has"open"ontheright;whileotherBailyControllershave"open"onthe"left".Thesamedeficiencyappliestoothercontrolswithsimilarfunctions,e.g.,START-STOP,PAST-SLOW,AUTO-MANUAL.Thereappearstobeonlyonegroupofincorrectcontrollers.(OPEN/CLOSEconvention)Areviewoftheboardwillbemadeandallcontrollersconvertedtotheproperleft/rightconventionStart-Stop,Fast/Slow,Auto-manualhavebeenreviewedandfoundtobeconsistent.oThismodificationwillbecompletepriortofuelload.2b.Manycontrolslackpositionmarkings.(Category1)oAreviewofallboardswillbemadeandallapplicablecontrolswillhavepositionmarkings.oThismodificationwillbecompletedpriortofuelload.2c.TheBaileyTypeControlsarenotclearlydirect-actingorreverseacting,e.g.,100%%dopenversus100d%%dclosed.(Category1)oAllapplicablecontrollerswillhaveconsistentdemandindication.Itwillbecometheplantconventionthat100%%dwillbefullopendemandonvalves,dampers,etc.andO%%dwillbefull"3-Il,IJI closeddemand.Anycontrollersnotnowconformingwillbechanged.oThemodificationwillbecompletepriortofuelload.2d.Manycontrolslackfunctionidentification:(Category2)oAreviewoftheboardswillbemadetofindcontrolswhicharelackingfunctionallabeling.(ThiswasdoneinGP/PPMreport)andallapplicablecontrolswillhaveappropriatelabeling.oThemodificationwillbecompletepriortofuelload.2e.OnPanel1C651(Recirculation,.Rxwater)severalrotarycontrolswitcheshavethecontrolopenpositionlabeled"A/Open".Asfarascouldbedetermined,thepositionissimply"open".(Category3)oTheoperationofthesecontrolswillbereviewedandthelabelswillberevised,toproperlyshowthecontrol.function.oTobeincludedaspartofNR700longtermreview.2f.OneJ-handlecontrolswitchlocationandtypemakesitsubjecttoaccidentalactivation(Panel1C651)GeneratorandTransformer,Gen.Syn.Bkr.230kV).(Category1)oPALwillprovideameanstopreventaccidentalactivationofGenandTransfSynBkr.oThismodificationwillbecompletepriortofuelload.2g.Thereisanexcessivenumberofkeyoperatedrotarycontrolswitches.Manyoftheseswitcheshavenokeyinserted,andkeyswhichareavailablearenotcodedtotheswitchwhichtheywillfit(Panel1C601,ECCSBenchboard).Alsotherearetwokeyoperatedswitchesonanauxiliarypanelwithnokeys(OC673,OffGasRecombiner-Absorber;crossconnect).(Category1)Wedonotfeelthereisanexcessivenumberofkeylockswitches.Theiruseisbasedondesignpracticestoprovideforadeliberateactiononthepartoftheoperatortochangethepositionoftheassociatedcontrol.Keysforcontrolswitcheswillnotnormallybelocatedintheswitch.Onesetofkeyswillbemaintaine'dinthecontrolroomandanotherintheShiftSupervisor'soffice.Thecontrolroomkeyswillbelocatedinabox.locatedwithintheinnerringofpanels(possiblymountedontheUnitMonitoring I
