NOTICE OF VIOLATION Commonwealth Edison Company Dresden. Station, Units 2 and 3 Docket Nos. 50-237; 50~249 Licenses No. DPR-19; DPR-25 As a result of the inspection conducted from September 24 to October 1, 1993, and in accordance with the "General Statement of Policy and Procedure for NRC Enforcem~nt Action," 10 CFR Part 2, Appendix C, the violation is listed below:

Technical Specification 6.11.1 requires that procedures for personnel radiation protection be approved, maintained, and adhered to for al*l operations involving personnel radiation exposure.

Contrary to the above, procedures for personnel radiation protection were not approved or maintained for controlling the placement of material or equipment on contaminated area boundaries, an operation involving personnel radiation exposure.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Commonwealth Edison Company is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington D.C. 20555 with a copy to the U.S. Nuclear Regulatory Commis.sion, Region III, 799 Roosevelt Road, Glen Ellyn, Illinois, 60137, and a copy to the NRC Resident Inspector at the Dresden Station, Units 2 and 3, within 30 days of the date of the l~tter transmitting this Notice of Violation (Notice).

This reply should be clearly marked as a "Reply to a Notice of Violation" and should include for each violation:

(1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full.
