NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-249 Dresden Station, Unit 2 License Nos. DPR-25 l

During an NRC inspection conducted from March 8 through April 18,1997, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600, the violation is listed below:

1. Dresden Technical Specification 6.8.A required,!n part, that written procedures shall be implemented covering the activities referenced in Appendix A of Regulatory Guide (RG) 1.33, " Quality Assurance Program Requ:rements (Operation),"

Revision 2, February 1978. Administrative procedures were referenced in RG 1.33.

Dresden Administrative Procedure (DAP) 05-08, Revisiort 07, " Control of Temporary System Alterations," Section E.3.b.(1) allowed, in part, installation of test monitoring and/or test equipment in accordance with an approved procedure or Engineering approved work package, provided the troubleshcoting or test is performed within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> (test monito ing and/or test equipnient must be attended (except short duration for break time and job turn-over time)). Otherwise, additional controls for temporary system alterations were specified.

Contrary to the above, on March 16,1997, a digital voltmeter was installed on a safety-related component (the 3A 24/48 Vdc battery) without an approved procedure or engineering approved work request. The voltmeter was left installed and unattended, except for readings taken every 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />, until removal on March 28,1997. No additional temporary system alteration controls were implemented.

This is a Severity Level IV violation (Supplement I), 50-97006-03(DRP).

Pursuant to the provisions of 10 CFR 2.201, Commonwealth Edison is hereby required to submit a written statement of explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington D.C. 20555 with a copy to the Regional Administrator, Region Ill, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation or,if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

Your response may reference or include previous docketed correspondence, if the

correspondence adequately addresses the required response. If an adequate reply is not received within the time specified in this Notice, an order or a Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
