SUBJECT:

MANAGEMENT MEETING AND RADIATION PROTECTION INSPECTION AT DRESDEN

This refers to the Management Meeting between me and other members of the NRC

staff and Mr. M. Lyster and other members of his staff on September 24, 1993,

at the Dresden Nuclear Power Station to discuss concerns identified in

Inspection Reports No. 50-237/93022(DRSS); 50-249/93022(DRSS) regarding outage

emergent work exposure control and outage contamination control.

Findings

from a plant inspection prior to the Meeting are also discussed in the

enclosed report.

Discussion by your staff at the Meeting indicated adequate corrective actions

had been taken for the previously identified concerns.

Additional effort,

however, appeared necessary to reduce non-outage dose received by workers

under general radiation work permits.

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements, as specified in the enclosed Notice of

Violation (Notice).

The violation is being cited because of the longstanding

problem with controlling the placement of material and equipment on

contaminated area boundaries and controlling contaminated equipment.

This

problem and the problem of inadequate control of equipment discussed in

Inspection Reports No. 50-237/93020(DRP); 50-249/93020(DRP) represent a need

for workers to understand and implement management expectations and for

management to spend time in the plant to ensure that the expectations are

being met.

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response.

In your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence. After reviewing your response to this

. Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements.
