violations of NRC requirements were identified. In.accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2~ *Appendix.C, (1991), the violations.are listed below:

This is a Severity Level IV violation (Supplement_ I).*

Technical Specificatfon 3.1.A and Table 3.1.1 requires a minimum of three operable intermediate range monitors operable in each reactor protection trip channel while in Refuel Mode.

Contrary to the above, on February 2, through February 3, 1992, only two i~t~rmediat~ range monito~s were operable in reactor protection lrip channel B while Unit 2 was in Refuel Mode.

This is a Severity Level IV viol at ion (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Commonwealth Edison is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington D.C. 20555.
