NOTICE OF VIOLATION Commonwealth Edison Company Dresden Station, Units 2 and 3 Docket Nos.
50-237; 50-249 License Nos. bPR-19; DPR-25 During an NRC inspectipn conducted on December 15, 1992, through February 4, 1993, a violation* of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"
10 CFR Part 2~ Appendix C, the violation is listed below:
- 10 CFR Part 50, Appendix 8, Cr~terion Iii, states, in part, that measures shall be established to assure that applicable r,egulatory requirements and the design basis, ~s d~fined in paragraph 50.2 and as specified in the license application, for those ~tructures, system~ and tomponents to whi~h this appendii applies are correctly tr~nslated_into specifications, drawings~
procedures~ andinstructions.
Secti~rr 5.3.i~5 of the final safety analysis report describes the major*
components of the standby gas treatment system (SGTS), including the demister.

Contrary to the above, Dresden Operating Procedure 7500-1, "Standby Gas Treatment System Operation," allowed placement of the control switches to the SGTS in a configuration that would allow both trains to operate during an automatic initiation signal. *Simultaneous operation of_ both SGTS trains would split air flow between both of the trains, and would cause each train's res~ective. air heater to de-energize under low system air fl~w conditions.
- Lack of heater operation places the SGTS outside iti design basis r~quirement.
This is a Severity Level IV ~iolation. (Supplement I).
The inspection showed that steps had been taken to ~orrect the identified violation and to prevent recurrence. Consequently, no reply to the violation
