0 iiUllCE OF VIOLATION Commonwealth Edison Company Docket Nos.50-010; 50-237; 50-249 Dresden Station License Nos. DPR-2; DRP-19; DPR-25 (Jnits 1,2 and 3 During an NRC inspection conducted June 1-4,1998, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, Revision 1, the violation is listed below:

10 CFR 26.20 requires that each licensee shall establish and imp!sment written procedures designed to meet the general performance objectives of 10 CFR Part 26, Fitness-For-Duty Program. The general performance requirement requires that the licensee provide reasonable assurance that plant personnel will perform their tasks in a reliable manner.

Licensee Corporate Nuclear Security Guideline No. 206 and Dresden Administrative Procedures 13-17 required that personnel performing call-out contacts will complete a " call-out work record

  • file for each individual contacted for unscheduled work.

Contrary to the above, on May 27,1998, the licensee identified on five separate occasions between March 3 and April 18,1998, that both a licensee supervisor and a clerk, designated to document contacts of personnel called-in for unscheduled work, failed to document their personnel contacts on the required call-out work record form. Previous corrective action for a similar violation was not totally effective in preventing recurrence. (VIO 50-010/98015-03(DRS);

50-237/98018-03(DRS); 50-249/98018-03(DRS)).

This is a Severity Level IV violation (Supplement 111).

Pursuant to the provisions of 10 CFR 2.201, Comrnonwealth Edison Company is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region lil, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of

  • Reply to a Notice of Violation" and should include for the violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation or severity level, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Your response may reference or include previously docketed correspondence,if the correspondence adequately addresses the required
response. if an adequate reply is not received within the time specified in this Notice, an order l or a Demand for information may be issued as to why the license should not be modified, l suspended, or revoked, or why such other action as may be proper should not be taken.

l Where good cause is shown, consideration will be given to extending the response time.
