SUPPLEMENT TO LICENSE AMENDHENT REQUEST (LAR)95-007 i REGARDING REMOVAL OF REQUIREMENT TO MAINTAIN ONE PERSONNEL AIRLOCK D00R CLOSED DURING REFUELING REF: TU Electric letter logged TXX-95289 from C. L. Terry to the NRC dated November 21. 1995.

Gentlemen:

l During a phone conversation between Mr. T. Polich of NRR and Mr. Roger D. j Walker of TU Electric on March 13, 1996, NRR requested that TU Electric  ;

place the proposed administrative controls for LAR 95 007, submitted in letter logged TXX 96062 on February 22, 1996, into Technical Specification 3.9.4. TU Electric has evaluated the requested change and has concluded that placing the administrative controls in the Technical Specifications does not alter the intent by which TV Electric plans to implement the i proposed change. Thus, placing the proposed administrative controls into  !

Technical Specification 3.9.4 has no net impact on CPSES operations.

Therefore, in order to obtain approval of this LAR TV Electric agrees to include the additional administrative controls in the Technical Specifications.

TU Electric hereby supplements the License Amendment Request LAR 95 007 to the CPSES Unit 1 Operating License (NPF-87) and CPSES Unit 2 Operating License (NPF 89) by incorporating the attached changes into the CPSES Units 1 and 2 Technical Specifications. License Amendment Request 95 007 revises the Technical Specification Limiting Condition for Operation (LCO) 3.9.4 to allow both doors of the personnel airlock (PAL) to remain open as long as one PAL door is capable of being closed. This supplement specifies that appropriate individuals be aware of the open status of the personnel airlock doors, that a designated individual or individuals be available (e.g. in the protected area, but not necessarily at the PAL) to ensure the airlock door is closed following a required containment evacuation (e.g. ,

following a design basis fuel handling accident), and that there are no obstructions through the personnel airlock doors that could not be quickly removed (i.e., in approximately the same amount of time as it takes to evacuate containment) to allow closure of an airlock door.

This supplement is bounded by the safety analysis of LAR 95 007 (see referenced letter) and TV Electric's determination that the proposed changes do not involve a significant hazard consideration remains valid. Attachment 2 provides the affected Technical Specification pages marked up to reflect the proposed changes of LAR 95 007 and the supplemental changes.

In accordance with 10CFR50.91(b). TV Electric is providing the State of Texas with a copy of this proposed amendment.
