SUBJECT:

QUALITY ASSURANCE PROGRAM A meeting was held with Duquesne Light Company (DLC) on Wednesday, January 4, 1984 at NRC Headquarters in Bethesda, Maryland. The NRC was represented by members of the Division of Licensing, NRR, the Division of Quality Assurance, Safeguards and Inspection Programs, IE, and Region I. A list of attendees is included as Enclosure 1.

By letter dated August 31, 1983, the NRC staff requested additional informa-tion from DLC concerning their Quality Assurance (QA) Program as described in FSAR Section 17. Responses were provided in an FSAR Amendment in October 1983.

The purpose of the January 4,1984 meeting was to discuss the NRC evaluation of these initial responses, and gain a better and more detailed understanding of what was otherwise a very brief QA program description. The staff requested that revisions be made to DLC's responses to more clearly describe those aspects of the QA program, and the most substantive changes be incorporated into Section 17 of the FSAR and other appropriate FSAR sections. For instance, the NRC reviewer requested that the DLC position on Regulatory Guide 1.58 concerning personr.el qualifications be modified. The position states that in certain instances qualifications of Level I, II, or III inspectors can be determined through test results and/or demonstration of capabilities. The NRC reviewer requested that the word "or" be renoved from the sentence so as to read, " test results and demonstration of capabilites." The position also states that DLC would accept a 4-year college degree plus one month of related experience or equivalent inspection, examination, or testing activities as qualifications for a Level I inspector. The NRC reviewer commented that one month of experience was not enough.

The applicant plans to submit their revised responses as part of Amendment 6 to their FSAR.
