THREE HUNDRED AND SEVENTH MEETING OF THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, NOVEMBER 7-9, 1985 The Advisory Comittee on Reactor Safeguards held its 307th meeting in Washington, D. C., on November 7-9, 1985. Items considered at this meeting are summarized below:

307th ACRS Meeting The Comittee met with representatives of the NRC Staff and Duquesne Light Company (Applicant), acting on behalf of itself and as agent for Ohio Edison Company, The Cleveland Electric Illuminating Company, and The Toledo Edison Company, to review the application for a license to operate the Beaver Valley Power Station, Unit 2 The Committee met with representatives of the NRC Staff and the Environ-mental Protection Agency to continue discussions on the nature and implementation of the EPA Standards for a High-Level Radioactive Waste Repository.

The Comittee discussed the NRC plan for investigating significant incidents at operating nuclear power plants.

Reports on the subjects noted above have been sent to you.

The Committee discussed its handling of the Indian Point Special Pro-ceeding issue which resulted in coments and recomendations by five members of the ACRS. A reply has been provided to your inquiry re-garding this matter.

The Committee met with representatives of the NRC Staff and the Arizona Public Service Company (Applicant) to discuss the operational status of the Palo Verde Nuclear Generating Station, Units 1, 2 and 3, particu-larly the power ascension test program at Unit I and the operational status of Unit 2. A proposed Comittee report was discussed but not completed. Additional discussion is scheduled during the 308th ACRS meeting.

The Committee discussed a proposed ACRS report regarding the request for a Final Design Approval of the General Electric Standard Safety Analysis -

Report (GESSAR II) applicable to future plants. Additional discussion  !

regarding this matter is scheduled during the 308th ACRS meeting.

The Committee was briefed by representatives of the Office of Inspection and Enforcement and the Office of Nuclear Reactor Regulation regarding recent operating occurrences at nuclear power plants, including Rosemont Transmitter improper installation at the Maine Yankee Atomic- Power Station, scram solenoid problem-induced reactor coolant system leakage at the Dresden Nuclear Power Station Unit 3, problems with auxiliary feedwater following a reactor trip at the Turkey Point Nuclear Generat-ing Plant, -Unit 3, and a reactor trip breaker failure at the Donald C.

Cook Nuclear Plant, Unit 2.

The Consnittee discussed consideration of the use of aptitude selection testing in the nuclear power industry. Additional discussion, including a proposed letter to you, is planned for the 308th ACRS meeting.

The Committee met with the NRC Conunissioners to discuss ACRS reconsnen-dations regarding consideration of extreme environmental phenomena in emergency planning, the status of ACRS activities regarding proposed MRC Quantitative Safety Goals, and the status of ACRS activities regarding the report of the Panel on ACRS Effectiveness.

The Committee niet with J. H. Sniezek, EDO Staff, on November 8,1985 for a briefing and discussion of the activities of the CRGR.

Since the last report of ACRS activities, the following Subcommittee meetings have been held:

. Joint Reactor Radiological Effects and Fire Protection, in Washing-ton, D.C. on October 18, 1985 to review the increased N-16 radio- l activity and fire protection problems associated with hydrogen 1 addition to BWRs to reduce intergranular stress corrosion cracking in reactor coolant piping

. Joint Waste Management and Metal Components, in Washington, D.C. on October 24-25, 1985 to review NRC's: (1) High-level Radioactive Waste Program: Programmatic Overview and Approach -- Products, Activities and Schedules; (2) Definition of High-level Radioactive Wastes; (3) General Technical Approach to Identify Licensing Information Needs -- Overview of Performance Assessment Method-ologies and Issues; (4) Final Waste Form Package Reliability Generic Technical Position; and (5) High-Level Radwaste Form and Container Materials Research and Technical Assistance Programs

. Beaver Valley Power Station, Unit 2, in Coraopolis, PA on October 31-November 1, 1985 to review the application of the Duquesne Light Company for an operating license for Beaver Valley, Unit 2 m

. Reactor Operations, in Washington, D.C. on November 4, 1985 to review recent operating experience at nuclear power plants

. Palo Verde /CE Reactors, in Washington, D.C. on November 5, 1985 to (1) review Arizona Nuclear Power's test program experience on Unit 1, and (2) discuss the issue of rapid depressurization for CE reactors without PORVs given recent operating experience with the auxiliary pressurizer spray system at Palo Verde Unit 1

. Long Range Plan for NRC, in Washington, D.C. on November 6,1985 to continue discussion on developing comments on a long range plan for the NRC. Topics to be discussed are primarily technical issues ,

related to the regulation of nuclear power plant safety and safety regulation over the next five to ten years

. Joint Reliability and Probabilistic Assessment and Safety Philos-ophy, Technology, and Criteria, in Washington, D.C. on November 6, 1985 to: (1) continue the review of the two-year trial use of the Proposed Safety Goal Policy, (2) review the NRC Staff proposed resolution for USI A-17. " Systems Interactions in Nuclear Power Plants," and (3) review the status of the ongoing NRC Staff work on steam generator overfill Future Agenda The following items are tentatively scheduled for consideration during the 308th ACRS meeting, December 5-7, 1985:

. Requalification of Reactor Operators -- ACRS coments per Comis-sioner Asselstine's request dated February 21, 1985

. Radioactive Waste Management and Disposal - Definition of high-level waste and related matters

. Prioritization of New Generic Items -- ACRS coments regarding priority ranking proposed by the NRC Staff for eighteen new generic issues  ;

. State of Nuclear Safety -- Discuss proposed ACRS activity regarding consideration of the state of nuclear power safety ,
