OF MEETING WITH DUQUESNE LIGHT COMPANY (DLC) STAFF CONCERNING CURRENT AND ANTICIPATED LICENSING ISSUES F OR l
BEAVER VALLEY POWER STATION, UNITS 1 AND 2 (BVPS-1 and BVPS) l On January 19,1999, Nuclear Regulatory Commission (NRC) staff met with representatives of DLC to have a general discussion regarding current and anticipated licensing issues for BVPS-1 and BVPS-2. The licensee had requested this meeting. Enclosure 1 is a list of meeting attendees. Enclosure 2 is a copy of the handout material.
The meeting attendees initially discussed the licensing actions currently under NRC review for which DLC would prefer te have reviews completed first. This list is included at the front of. The licensee noted that their priorities for these were established based on need

for an upcoming outage, need for resolving operator workarounds, or need for closing out l
voluntarily instituted administrative controls. The NRC staff noted that a timely response by DLC to any requests for additional information will be required in order for the technical staff to complete the reviews in a time frame which supports DLC's schedule.
The open licensing issues for BVPS-1, BVPS-2 and DLC's plans for near-term license f
amendment request (LAR) submittals were subsequently discussed. NRC staff noted that open licensing actions which are more than 2 years old are receiving heightened attention within the NRC to ensure these reviews are completed this year. This primarily affects BVPS-2 since the open BVPS-1 licensing actions are allless than 2 years old. Regarding DLCs plans j
for near-term LAR submittals, DLC noted that all LARs for BVPS-1 which resulted from the multi-discipline analysis team's (MDAT) reviews in 1998 have been submitted to the NRC.
There are 2 LARs for BVPS-2, which were identified during the MDAT reviews, that will be submitted to the NRC in March 1999. DLC also noted that they will be submitting 2 or 3 i
Quality Assurance Program Changes, which affect both units, for NRC review.
