SUMMARY

OF MEETING ON FEBRUARY 28, 1986, INDEPENDENT P. Tam DESIGN VERIFICATION FOR BEAVER VALLEY UNIT 2 OELD H. B. Wang L. Tripp The subject meeting was held to discuss with Duquesne Light Company (DLC) its Engineering Assurance Program (EAP). The meeting was announced by a notice dated February 18, 1986. Enclosure 1 is the meeting agenda.

Enclosure 2 is a list of meeting attendees.

By letter dated January 17, 1986, DLC responded to NRC's November 22, 1985 letter on Independent Design Verification Program (IDVP). The staff in-dicated that some form of effort is currently required of each applicant for >

! . operating licenses to assure that design details, as presented in FSAR's and as approved by the staff in SER's, are implemented as actual installations. To fulfill this goal, the staff may opt to perform, by itself, an integrated design inspection (IDI), or iiave the applicant perform an acceptable engineer-ing assurance program with the staff "looking over the shoulder." In addition, as a third option, the staff could do only paper review but come to no solid conclusion on the applicant's implementation of approved design.

DLC presented an overview of its EAP and associated schedule (Enclosures 3 and 4). DLC assured the staff that the EAP would accomplish the goal of independ-ent verification of design. DLC asked what role the staff would have in the EAP and if the EAP would be considered acceotable. DLC oersonnel further expressed that they are concerned about the' large additional cost staff participation would incur. To these questions, the staff provided the following answers:

(1) DLC's EAP, performed with staff participation, would provide the staff with assurance that the plant has been built according to commitments made by DLC.

(2) Staff participation would consist of "looking over DLC's shoulder" and providing input in future EAP audits. For the three audits already completed (see Enclosure 3), DLC should submit reports within 3 - 4 weeks, in order for the staff to give them credit. For future audits, the staf f would participate and follow DLC's schedule. These audits would take place at the Beaver Valley site or at SWEC's office, and would cover the major disciplines of instrumentation and control, -

electric power, mechanical systems, piping, and civil structure.

.: b (3) The staff does not believe that its participation would result in any large additional expenditure by DLC. Experience gained by NRC and SWEC at EAP's performed at other plants should help to reduce manpower expenditure at Beaver Valley 2.

(4) The staff would perform an inspection of the EAP scope at SWEC during April. About a week prior to that, DLC should provide an audit plan to the staff. Details of the inspection will be worked out with DLC.

The meeting was recorded and a copy of the transcript has been placed in the Washington, D.C., and the local Public Document Room (B. F. Jones Memorial Library, 663 Franklin Avenue, Aliquippa, Pennsylvania 15001). No future meetings, other than the site inspections stated above, have been planned.
