H.B. ROBINSON UNIT 2 POTENTIAL LOSS OF SAFETY INJECTION CAPABILITY PROBLEM A SINGLE FAILURE IN THE ONSITE ELECTRICAL SYSTEM WOULD PREVENT THE AVAILABILITY OF THE SAFETY INJECTION (SI) FUNCTION.

CAUSE LOSS OF EITHER TRAIN OF D.C. POWER WOULD PREVENT CONTROL FUNCTIONS NECESSARY FOR SI OPERABILITY, SIGNIFICANCE LOSS OF Si DURING LOCA.

DISCUSSION o LICENSEE, IN RESPONDING TO AN ELECTRICAL SYSTEMS BRANCH QUESTION-AIRE, CONDUCTED A REVIEW OF THE IE DISTRIBUTION SYSTEM INCLUDING l D.C. CONTROL POWER, o LICENSEE INITIALLY DETERMINED THAT FAILURE OF THE "B" TRAIN D.C. l POWER SUPPLY WOULD PREVENT THE "B" AND "C" SI PUMPS FROM RECEIVING MOTIVE POWER. i o THIS PLACED THE UNIT IN AN UNANALYZED CONDITION AND TECH. SPEC. l REUUIRED SHUTDOWN WAS COMMENCED.

o LICENSEE EXITED T/S SHUTDOWN WHEN CERTAIN EQUIPMENT AND PROCEDURAL i CHANGES WERE IMPLEMENTED. l 0 LICENSEE'S PROPOSED CHANGES WERE FOUND TO BE INADEQUATE. i

. o STAFF QUESTIONING SURFACED THE FACT THAT THE FAILURE OF "A" TRAIN  !

D.C. CONTROL' POWER WOULD ALSO RESULT IN THE LOSS OF THE SI FUNCTION.

o UNIT IS CURRENTLY SHUTDOWN.

FOLLOWUP l 0 REGION IS FOLLOWiliG LICENSEES ACTIONS.

o ELECTRICAL SYSTEMS BRANCH WILL REVIEW LICENSEE'S CORRECTIVE ACTIONS.

o EAB STAFF HAS NOTIFIED TURKEY POINT PROJECT MANAGER OF THE PROBLEM.
