SUBJECT:

TP.IP REPORT - BEAVER VALLEY CONTROL ROOM HABITABILITY

, REVIEW (TAC #63I84)

On April 30 and May 1, 1987, I visited the Beaver Valley site with Fred 1 Burrows and Jim Knight to inspect the licensee's documentation and drawings of the Beaver Valley (BV) Units 1 and 2 Control Room Habitability Systems. This inspection was needed to support our review of the proposed Technical Speci- i fications (TS) regarding the combined BVl&2 control room. The visit was successful, in that the technical reviewer (Fred Burrows) believes that he

..? has everything he needs at this time to complete his safety evaluation.-

g Attachment 1 is a list of system flow and electrical wiring diagrams that we i received from the licensee during the visit.

During the site visit several questions came up regarding Fred's concerns that g we transmitted in our April 30, 1987 reauest for additional information. The 5 ' licensee committed to respond to our concerns the week of May 4,1987.

Currently the licensee intends to provide revised TS pages that clarify the applicability of several LCOs and Action Statements in the proposed TS.

Specifically movement of loads over irradiated fuel will be addressed in each TS dealing with movement of irradiated fuel. The licensee will also address L how the " bypass and inoperable" status of shared systems / equipment will be communicated to the control room operators. Additionally, their response will clarify the definition of operability of the habitability systems to ensure a that functional testing of each chlorine and radiation instrumentation channel

{ (from the detector through the slave relay) is required.

I If you have any questions regarding this tHp report, I would be glad to L discuss' them at your convenience.
