SUBJECT:

INSTRUMENTATION AND CONTROL SYSTEMS A meeting was held with Duquesne Light Company (DLC) on Wednesday, February 15, 1984 at NRC Headgearters in Bethesda, Maryland. DLC was accompanied by repre-sentatives of Stone & Webster Engineering Corporation (SWEC) and Westinghouse El ElectricCorporation(W). The NRC was represented by members of the Division of Licensing and the Division of Systems Integration. A list of attendees is en-closed as Enclosure 1.

The purpose of the meeting was to continue discussion of the Beaver Valley,\

Unit 2 instrumentation and control systems. At an earlier meeting in BostF Massachusetts during the week of December 5,1983, the staff identified arus of the r review which required further discussion with the applicant. This follow-up meeting addressed several of those issues. The applicant provided further information to the staff on items categorized as confinnatory or open at the previous meeting in Boston. Of the six open items, five were dtscussed.

Three of the five have been recategorized as confirmatory items pending FSAR changes or further information from the applicant. The other two remain open items.

1. Three steam generator level channels are used in a two-out-of-three logic for isolation of feedwater on high steam generator level. One of the three level channels is used for control. This design for actuation of feedwater isolation does not meet the requirements of Paragraph 4.7 of IEEE 270 on " Control and Protection System Interaction" in that the failure of the level channel used for control could require protective action and the remainder of the protection system channels would not satisfy the single - failure criterion.
2. The staff has expressed concern that the lack of redundancy for protective action initiated by low T avg. coincident with reactor trip may be a safety significant issue.

These issues will be discussed further with the applicant in future meetings.
