RESTART OF LINE 3 CALCINER FOLLOWING CORRECTIVE ACTIONS

Dear Mr. Kipp:

This refers to your letter of December 11,1996, and the special NRC inspection associated with a failure of the Line 3 calciner tube which you discovered on and reported to the NRC on December 3,1996.

On December 4 through 8,1996, a special NRC team inspection was conducted at the Wilmington plant to review the cause(s) and your corrective actions. During that inspection, the team reviewed the circumstances surrounding the tube failure, developed an understanding ,

of the root cause, and verified the corrective actions that GE implemented to preclude i recurrence. In a telephone conversation on December 7,1996, following completion of the team's efforts, we discussed those corrective actions. You informed me that you had completed all the corrective actions and that you were confident that the line could be restarted safely. At that time, I stated that NRC had no objection to the resumption of operation using the line 3 calciner, in addition, I stated that GE did not need to discuss with the NRC the resumption of operation in the other lines if the corrective action implemented for line 3 were j simi!arly implemented for those lines.
