WATERFORD STEAM ELECTRIC STATION, UNIT 3 - FOLLOW-UP ON TRADITIONAL ENFORCEMENT INSPECTION (IP 92702) - NRC SECURITY INSPECTION REPORT 05000382/2021404

Dear Mr. Ferrick On March 25, 2021, the Nuclear Regulatory Commission (NRC) completed a security inspection via Inspection Procedure 92702, Follow-up on Traditional Enforcement Actions Including Violations, Deviations, Confirmatory Action Letters, Confirmatory Orders, and Alternative Dispute Resolution Confirmatory Orders. On March 25, 2021, the NRC discussed the results of this inspection with you and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC performed this inspection to review your stations actions in response to an Escalated Security-Related Enforcement Action (EA-19-129) documented in NRC Inspection Report 05000382/2019412, dated January 28, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20029D473 (non-publicly available) and ML20029D472 (publicly available)), and finalized in a letter to you from Scott Morris, Regional Administrator, dated April 9, 2020 (ADAMS Accession No. ML20100J319).

On October 30, 2020, you informed the NRC that your station was ready for this inspection.

The NRC conducted the follow-up inspection activities during the week of March 22, 2021.

The inspection activities were conducted remotely due to travel restrictions and public health concerns still present due to the public health epidemic of COVID-19.

During this review period, the inspector reviewed your apparent and root cause evaluations, relative documents, and held discussions with your staff. As a result, the NRC has determined that your corrective actions are sufficient to prevent recurrence of the performance issues that J. Ferrick 2 resulted in the escalated security issues including their underlying causes. Accordingly, the NRC identified no findings of greater than minor significance and concluded that the objectives of Inspection Procedure 92702 were met.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice, a copy of this letter will bemade available electronically for public inspection in the NRC Public Document Room or fromthe Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (thePublic Electronic Reading Room).

However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publicly available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information-Withhold from Public Disclosure Under 10 CFR 390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
