Dear Mr. Tonlle:

On December 11,1997, Mr. hlark Lombard of your ste4 requested statistics on the allegations the NRC had received conceming the Paducah and Portsmouth Gaseous Diffusion Plants.

Mr. Lombard said that the request was beir,g made to assist U.S. Enrichment Corporation in responding to a " chilling effect" letter issued by NRC's Region 111 Office on December 8,1997.

The NRC normally provides a limited amount of data conceming allegaticas it receives. The data is limited to the number of allevations received, substantiated, and currently open for each site, broken down by the category of the source of the allegatiori. The restrictions on the type and amount of data released are there to reduce tN probability that the identity of the individuals who brought the concems to the NRC may be deduced.

Attachment 1 inc!udes a table of allegation data for each facility, broken down by source category. As I informed Mr. Lombard during our conversation, the letter from Region lli was initiated because of the issues raised in the allegations and subsequent inspection results, rather than solely on the basis of the nurrber of allegations received conceming the two facilities. As noted in the attached table, the NRC has receivud 13 allegations, consisting of 78 distinct issues.
