This is in response to your letter and enclosure of May 12, 1986 (your refer-ence #86RC06559) in which you submitted (to the NRC Region V Office) a revised Fundamental Nuclear Material Control Plan (FNMCP). Such revised FNMCP was.in accordance with our previous request to update your Plan so as to be more con-sistent with your reduced activities and reduced possession limits under your renewed license (issued on June 28, 1984).

As noted in an August 15, 1986 letter to you from Region V (to M. E. Remley from J. L. Montgomery), the responsibility for reviewing your revised FNMCP was transferred to NRC Headquarters (Division of Safeguards). We have com-pleted our review of your Plan and found it acceptable.

In addition to revising License Condition 2.1 of your Safeguards Amendment MPP-1 to incorporate your revised FNMCP, we are revising and reissuing the entire amendment and designating it as " Safeguards Amendment SG-1." Of your 32 existing MPP-1 license conditions, 15 are being deleted, 10 are being re-tained unchanged, and seven are being modified. One new condition is also being added. None of the modified conditions nor the new condition contain any additional requirements or constraints over those in MPP-1. The above l

mentioned changes (which include the renumbering of retained and modified conditions) are summarized in Enclosure I to this letter. Your new SG-1 Amendment is enclosed as Enclosure II, and is effective immediately.
