NOTICE'0F VIOLATION (NRC INSPECTION REPORT NO. 70-25/87-03)

This letter refers to the routine inspection conducted on May 20 - 22, 1987, at the Rocketdyne Division, Santa Susana Hot Laboratory facility, Ventura County,  !

California. The violation was identified by NRC Physical Security Inspector, A. D. McQueen and discussions of the inspection findings were held by the inspector with yourself and members of the Rocketdyne Division staff on May 22, 1987.  ;

On May 21, 1987, it was determined that the employee badge number issue system described in the approved physical security plan (PSP) for this site had been i changed in about December 1984 or January 1985. The NRC had not been notified of the change in accordance with provisions of 10 CFR 70.32(e). The root cause of the violation appears to be failure to report the PSP change to the NRC as required.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation described in the enclosed notice has been classified at a Severity Level V. 4 Your letter,

Reference:

87RC06184, dated May 28, 1987, was received at this office on June 1, 1987. In that you have therein documented the violation and your corrective actions as discussed in the exit interview of the inspection, you need not respond to this Notice of Violation. Your actions, planned or taken, will be reviewed in a future routine inspection.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,  :

Title 10, Code of Federal Regulations, documehtation of the findings of your safeguards and security measures are exempt from public disclosure; therefore, the enclosed inspection report will not be placed in the Public Document Room and will receive limited distribution.
