Dear Mr. Lancet:

RBurnett We have completed our review of your revised Fundamental Nuclear Material Control Plan entitled " Fundamental Material Controls for Special Nuclear Materials" (RI/RD86-190 revised April 15,1969) and the supplement "Special Nuclear Material Control Program for Actinide Burner Program (TRUMP-5)." The documents were included in the license application' package as Attachment 5 to your letter to Leland C. Rouse dated May 25, 1989.

We have determined that the changes do not adversely affect the common defense and security, nor the public health and safety, and are otherwise in the public interest. The changes were found to be convistent with the provisions of 10 CFR 70.32(c). Accordingly, we are revising License Condition 2.1 of Amendment SG-1 to your License No. SNM-21, effective immediately, to read as follows:

2.1 The licensee shall follow the Fundamental Nuclear Material Control Plan entitled " Fundamental Material Controls for Special Nuclear Materials," RI/RD 86 190, revised April 15, 1989 and as may be amended pursuant to the provisions of 10 CFR 70.32(c)(2)(i).

Your FNMC Plan and supplesnent contain information of the type specified in 10 CFR 2.790(d). Pursuant to 10 CFR 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.17(6)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.23.
