This in response to your letter dated October 11, 1935 (your reference # 85RC15766) which served as a cover letter for the submittal of your "Special Nuclear Material Control Program for Fermi Fuel Decladding" plan (AI-74-44, Supl. 6), dated September 3, 1985.
We have completed our review of the above mentioned plan, and have found it to be acceptable. We have also determined that the granting of your request for approval to implement said plan will not adversely affect the common defense and security nor the public health and safety, and is otherwise in the public interest.
Accordingly, we are revising License Condition 2.2 of Amendment MPP-1 to your License No. SNM-21, effective immediately, to read as follows:
2.2.
For Fermi fuel decladding activities, the licensee shall follow the material control and accounting plan entitled "Special Nuclear Material Control Program for Fermt Fuel Decladding," AI-74-44, Supplement 6 dated September 3, 1985.
We have determined that the enclosure to your October 11, 1985 letter (i.e., your Fermi decladding plan) contains information of the type specified in 10 CFR 2.790(d).
Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be with-held from public disclosure unless subject to the provisions of 10 CFR 9.12.
