requirements of 10 CFR Part 73 be granted for that category of special nuclear material (SNM) defined below as " waste".

" Waste" is defined as that material containing no SNM, and material containing SNf1 in such low quantities and low concentrations as to be economically unfavorable to recover and as to be unattractive for purposes of theft or diversion.
l This request is applicable to both the SNM-414 and SNM-145 licenses.
