In accordance with your letter dated May 24, 1989, and pursuant to Title 10 Code of Federal' Regulations, Part 70, Materials License No. SNM-21 is hereby amended to incorporate the changes made to your Radiological Contingency Plan.

Accordingly, Condition 24 shall read as follows:

24. .The licensee shall maintain and execute the response measures of his Radiological Contingency Plan dated July 25,1988 (submitted by letter dated July 26,1988) and revision cated May 19, 1989, (submitted by letter dated May 24, 1989. The licensee shall also maintain implementing pre-

.cedures for his Radiological Contingency Plan. The licensee shall make no change in his Radiological Contingency Plan that would decrease the response effectiveness of the Plan without prior Commission approval. The licensee-may make changes to the Radiological Contingency Plan without pr' lor Consnission approval if the changes do not decrease the respense effectiveness of the Plan. Each change shall be submitted within 6 n.onths of the change to the Chief Fuel Cycle Safety Branch, Division of Industrial and Medical Nuclear Safety, NMSS, U.S. Nuclear Regulatory Consnission, Washington, DC 20555.

All other conditions of the license shall remain the same.

Based on our review of the revision to your Radiological Contingency Plan, we '

agree with your conclusions that these changes do not decrease the response effectiveness of the Plan. This amendnent is issued for the convenience of the Commission to maintain up-to-date references to the Plan in your license.
