In accordance with your application dated December 19, 1988, and supplement dated January 26, 1989, and pursuant to Title 10, Code of Federal Regulations, Part 70, Materials License No. SNM-21 is hereby amended to authorize name and organizational changes, and plutonium chemical analysis. Condition 9 has been revised to include the dates of December 19, 1988, and January 26, 1989, and Conditions 1, and_8.B.2, are revised as follows:

1. Rocketdyne Division Rockwell International Corporation 8.B.2 A maximum of 2 g total Pu for gamma spectroscopy and radiometric counting analysis and a maximum of 0.1 g total Pu for chemical analysis used in any authorized building at the SSFL site in accordance with NRC approved radiation safety criteria.

In addition, Condition 24 has been amended to incorporate the date of the revised Radiological Contingency Plan and to delete records retention requirements, as follows:

24. The licensee shall maintain and execute the response measures of his Radiological Contingency Plan dated July 25, 1988 (submitted by letter dated July 26,1988). The licensee shall also prepare and maintain implementing procedures for his Radiological Contingency Plan. The licensee shall make no change in his Radiological Contingency Plan that would decrease the response effectiveness of the Plan without prior Commission approval as evidenced by a license amendment. The licensee may make changes to his Radiological Contingency Plan without prior Commission approval if the changes do not decrease the response effectiveness of the Plan. The licensee shall furnish a description of each change within 6 months after the change is made to the Chief, Fuel Cycle Safety Branch, Division of Industrial and Medical Nuclear Safety, NMSS, U.S. Nuclear Regulatory Commission, Washington, DC 20555.
