Dear Mr. Lancet:
ESuarez Reference your letter of May 25, 1989 (your control no. 89RC06668) to Leland Rouse, Chief, Fuel Cycle Safety Eranch, in which Rockwell International Corporation is submitting its application for the renewal of License No. SNM-21. Attachment 5 of this submittal is Revision 6, dated May 19, 1989, of your physical security plan entitled " Physical Security Plan for the Protection of Moderate Strategic Quantities of Special Nuclear Material at the Hot Laboratories of the Rocketdyne Division of Rockwell International."
We have reviewed the changes in Revision 6 of your plan and have determined that they are consistent with the provisions of 10 CFR 70.32(e) and are acceptable for inclusion in the plan. Accordingly, we are amending Section 9.0 of your Safeguards Amendment, SG-1, to your license no. SNM-21, effective innediately, to read as follows:
9.1 The licensee shall follow the security plan titled, " Physical Security Plan for the Protection of Moderate Strategic Quantities of Special Nuclear Material at the Hot Laboratories of the Rocketdyne Division of Rockwell International," dated May 19, 1989 and as it may further be revised under the provisions of 10 CFR 70.32(e).
We have notified Region V that although these type of changes are normally submitted to them we would be reviewing this revision because it came in as part of the application package to Headquarters. Please continue to submit 10 CFP i
70.32(e) changes to the Region as you have done in the past, As you know, any 10 CFR 70.34 changes you make to the plan require prior approval by us before you commence implementation. Also, it may benefit both of us if your future revisions were to include the revision number and date on each page of the plan.
Your physical security plan contains information of the type specified in 10 CFR 2.790(d) and is withheld from public disclosure in accordance with the provisions of 2.790(d)(1).
