Request for confirmation that the Rockwell International Corporation can act as the Parent Company under 10 CFR 70.25(f) (2) for its Rocketdyne Division, the holder of NRC License No. SNM-21, Docket 70-25 Gentlemen:
10.CFR 70. 25 (f) (s) provides that NRC SNM Licenses may provide the required financial assurance for decommissioning by means of a parent company guarantee based on a financial test as contained in Appendix A of 10 CFR Part 30.
Rocketdyne Division, Rockwell International Corporation is the licensee for the referenced license.
Rocketdyne is a Division of Rockwell International Corporation.
The Division employs about 9500 people while the Rockwell International Corporation has about 112,000 employees, and a total sales of about $11,946,300,000 with a net income of about $811,900,000.
Rocketdyne is not a separate legal entity or a subsidiary corporation, as divisions of large corporations sometimes are.
We are confident that Rockwell International Corporation can meet the financial test as contained in Appendix A of 10CFR Part 30.
Since " Parent Company" is not defined in 10 CFR Parts 30 or 70 nor in Section 11 of the Atomic Energy Act of 1954, we need your confirmation that the Rockwell International Corporation can act as a parent company guarantor for the referenced license.
