ISSUANCE OF AMENDMENT N0.15 TO FACILITY OPERATING LICENSE NO. R-78, THE UNIVERSITY OF KANSAS - CONVERSION OF LICENSE TO POSSESSION-ONLY STATUS The Nuclear Regulatory Commission has issued Amendment No.15 to Facility Operating License No. R-78, which authorizes possession, but not operation, of the University of Kansas reactor. This amended license is in response to your application dated September 23, 1986, as supplemented, requesting conversion of your license to a possession-only status while plans are being developed for decomissioning and license termination. We have r$tated the license in its entirety, incorporating the changes necessary to reflect the possession-only status, including deletion of the requirement to maintain your physical security plan. The amendment also includes the Technical Specifications changes requested in your application.

In response to your letter dated October 23, 1986, you also are authorized to discontinue maintenance of your Emergency Preparedness Plans.

Copies of Amendment No.15 and the related Safety Evaluation are enclosed.
