PATTY MIRIELLO, ALLEGER FROM CPL I understand that Ms. Miriello stated to Mr. Denton recently in Raleigh, N.C.

that the NRC has never talked with her about her concerns.

Attached is a chronological record of actions in the Miriello case which were reduced to writing and transmitted to OIA (at their request) back on June 3, 1986. As you may discern from this communication, at least seven separate telephone conversations have been held between myself and Ms. Miriello. In that the majority of her issues involved alleged wrongdoing, the Of fice of Investiga-tions will have to speak to those issues. However, we have conducted one technical review of Ms. Miriello's only purely technical issue and found this matter as unsubstantiated. Three health physics inspection trips (two to Brunswick and one to Harris) have not been able to substantiate any of her concerns. The technical review conducted by our Engineering Branch, DRS, and the allegation's related FSAR materials are contained in Case File RII-86-A-0067.

The conclusions of our health physics findings are contained in Inspection Report

' Numbers 50-324/86-07, 50-325/86-06, 50-325/86-18, and 50-400/86-43.

Ms. Miriello expressed sixteen concerns to me. Breaking out the sixteen concerns: One was referred to OIA by yourself on 02/10/86, four were strictly health physics concerns, three were health physics concerns with 01 interest - to be handled through 01 Inquiries and our inspection assistance where requested, one was a combination effort of 01 and our engineering branch and an inspection was conducted, six were strictly handled through an 01 inquiry, and one engineer-ing concern was brought to resolution through a FSAR technical review. I personally received information that Region II, Field Office of Investigations opened three separate inquiries towards resolution of Ms. Miriello's concerns.

There are seven separate actions in behalf of Ms. Miriello's concerns. Of the seven, one technical review and three separate inspections have been completed by the Region. I am awaiting the distribution of final reports, and I intend to write a closeout letter very soon to Ms. Miriello with enclosure copies of the applicable inspection reports.

A great deal of staff time and inspection efforts have gone into Ms. Miriello's concerns, and telephonic communications did occur between myself and Ms. Miriello on seven separate occasions. My closeout letter to Ms. Miriello will account for eight communications on the Region's part within a time span of approximately six months. Further, it is my understanding that 01:RII has communicated with Ms. Hiriello on at least two separate occasions. One occasion involved two

, investigators (Robinson and Burch) in a personal interview, the other was a telephonic communication which ) coordinated with Ms. Miriello for Mr. Robinson.

.i J. Nelson Grace 2 Please keep in mind that these matters were initially discussed (by Ms. Miriello) solely with 01:R11. In this initial 01 concern, 01 directly requested engineering Branch, DRS technical inspection assistance for a case involving an alleged act of wrongdoing. As stated in my lead-in paragraph of the enclosure, I did not have knowledge of Ms. Miriello's concerns until January 7,1986. Ms. Miriello's original allegation made to OI involved UT concerns at Harris and can be found in NRC Inspection Report No. 50-400/85-48.

The current status , effective July 11, 1986, is that the Region has completed all inspections in the cases opened for Ms. Miriello's concerns. None of ,

Ms. Miriello's concerns, as stated, have been substantiated.
