SUBJECT:

' READINESS FOR RESTART AT BRUNSWICK UNIT 1

The purpose of this-memorandum is to formally provide the Brunswick Restart As.sessment Panel's recommendation to proceed-with the restart of Brunswick Unit 1. This recommendation is based on the following

Readiness Assessment Team Inspection A Readirass Assessment Team (RAT) inspection conducted from-December 6-15, ,

1993, concluded that the licensee's Operations and Engineering organizations, self-assessment capability, and work control process are acceptable for Unit I restart and power operations. The three restart issues identified by the RAT (i.e., training of operators on the reactor water level reference leg backfill-system, improved oversight of-refueling floor activities, and resolution of

. local leak rate tests and other surveillances which will come due prior to the end cf-an- 18 month operation cycle) have been addressed by the licensee and verified by the staff to be adequate to support Unit I restart. The licensee had a recent problem in contractor oversight related to contamination control during refueling floor activities; however, thy have demonstrated steps to further strengthen their oversight during resumption of. work and this is not considered a restart issue.

Assessment Panel Meetino The Brunswick Restart Assessment Panel met on January 12, 1994. In accordance.

with_ NRC Manual Chapter 0350, Staff Gaidelines.for Restart Approval, the Panel reviewed all _ outstanding Brunswick-related issues (including open allegations) with respect to Unit I restart (see Enclosure 1).- As reflected in Enclosures _2 and 3, all Unit 1-restart issues have since been-appropriately resolved. (Note that Enclosure 2 also includes the checklist items for Unit.2).

1 Additional Reviews and-Checks Region-II-and NRR notified their staff of the pending Unit I restart (see Enclosures 4 and 5). In addition, Region II has contacted the 01 field Director, Region II. No issues affecting Brunswick Unit I restart have been ,

identified.
