Dear Governor Hunt:

Oar constituents in Chatham and Orange Counties are concerned about safety and other effects of a request by Carolina Power and Light for approval to open two more fuel pools, doubling their capacity to take high-level radioactive waste at the Shearon Harris Nuclear Plant from the four reactors owned by CP&L.

We request the NC DENR and the Division of Radiation Protection use whatever state resources are necessary to do a thorough independent technical, regulatory, safety, risk and engineering review of the proposed license amendment. While the federal government is planning to open a federal depository for eventual disposal of these high-level wastes, the many obstacles to that plan -- legal, technical, regulatory, and political I

have kept the date of opening stretching farther into the future. Therefore, the state needs to be concerned with an indefinite length oflife for these pools.

We recommend inquiries to the state PUC and AG's office with regard to cost and

liabilities from the South Carolina Robinson Nuclear Plant's waste transported into and stored at the Shearon Harris facility. They are likely to have some information on this since Robinson waste is already stored in the two operating pools at the Harris site.

. e understand that there is considerable public and local government concem that the technical and safety aspects of the plan be explored in an appropriate public forum in which information, that state officials develop and consider in making state comments to the Nuclear Regulatory Commission, will be discussed.

Please contact us if there is any difficulty with sufficient funding for a thorough investigation. We look forward to your response as we understand the application was filed in December,1998 and the Nuclear Regulatory Commission limits formal input to l 00 days after publication of their findings in the Federal Register.
