UPDATED FSAR 9.3.3 EQUIPMENT, FLOOR, AND YARD DRAINAGE SYSTEM j The objective of the drainage syste=s is to collect and remove all liquid wastes from their points of origin in the plant to the circulating water system directly or, if necessary, to the Radwaste Building for treatment prior to appropriate disposal.
9.3.3.1 Design Basis Liquid wastes are collected and discharged in such a manner that the operation i or availability of the plant is not limited, and discharges of radioactive j material are within the guidelines discussed in Chapter 11.
9.3.3.2 System Description ,

Plant equipment and floor drainage systems receive both contaminated and noncontaminated drains. Contaminated drains are conveyed to the radwaste i system for determination of radioactivity and appropriate treatment prior to l disposal. Noncontaminated drains are drained to the storm drain system which l '
discharges into the storm drain collection basin and then into the stabilization pond. A block flow diagram of the drainage system is shown in Figure 9.3.3-1.
9.3.3.2.1 Contaminated Equipment Drainage System Reactor building equipment drains are collected in two separate systems. One handles drainage from all equipment drains located in the drywell; the other handles drainage from equipment drains located in the Reactor Building.
Individual drywell equipment drain lines collect in branch lines and discharge ,
to the drywell equipment drain tank. Sump pumps are provided to transfer i these wastes from the tank to the radwaste system. The reactor building equipment drain system begins with drain connections at equipment. The effluents from these drains are collected in branch lines and discharged to _
the Reactor Building equipment drain tank for transfer to the radwaste system. Containment is maintained in transferring wastes from the sumps to the radwaste system by maintaining a minimum water level in the sump which seals the pump suction lines so that there is no continuous air path between the pump suction inlet and lines passing the containment, boundary. Two manual isolation valves on the inside of the dryvell, two automatic isolation valves on the inside of the drywell, and two automatic isolation valves outside the drywell are provided to ensure containment integrity.
The Turbine Building contaminated equipment drainage system begins with funnel drains at the equipment. Liquid waste from these funnel drains flows by .
l gravity into branch drain lines and discharges into an equipment drain sump location below the basement level. A sump pump is provided to transfer these wastes from the Turbine Building to the radwaste system.

BSEP 1 & 2 UPDATED FSAR 9.3.3.2.2 Contaminated Floor Drainage System The contaminated floor drainage system includes all floor drains from the Reactor Building, Turbine Building, Nitrogen and Off-gas Services Building, the Radwaste Building and all other floor drains having a potential for radioactive spillage. Precautions have also been taken within the building to preclude overflow of any radioactive liquids into areas served by the non-radioactive drainage system.
Drains in the contaminated floor drainage system are routed to sumps in various parts of the plant as required, from which the liquids are transferred by sump pumps to a collector tank in the radwaste system.
9.3.3.2.3 Noncontaminated Water Drainage System The drainage collection system consists of an underground network of storm ;
sewer piping, noncontaminated building floor drains, and building roof drainage piping. (see Section 2.4.10.2 for further information concerning building roof drainage.) Cravity supplies the motive force for drainage.
Surface drainage, runoff after rains, and neutral non-radioactive wastes are collected by this system. These sources, as well as the cooling tower blowdown discharge and the makeup water treatment system discharge, feed into the storm drainage basin.
The storm drainage basin, located northwest of the Turbine Building, is a concrete structure with a total capacity of 102,000 gallons. The basin originally was constructed with a removable gate at the south end which allowed free flow through a culvert to the head of the discharge canal and provided relief from overfilling of the basin. The basin is equipped with a locked butterfly valve and a blank flange to prevent free flow and to ensure 4 there is not an inadvertent release during periods of heavy rain, the contents of the basin may be released to the discharge canal in accordance with regulatory requirements. An oil skimmer removes surface oils that may be , ~'
present in the drainage water. The water is directed through a weir into the storm drainage basin pump bay where it is pumped into a stabilization pond.
The stabilization pond is an area for final retention of storm drainage water. The pond is enlarged to provide an increased surface area to aid in evaporation of the water to the atmosphere. The stabilization pond covers approximately 64 acres; however, a standpipe located at 30 feet above mean sea level only allows water to collect in 39 acres. The stabilization pond is constructedfromaspoilspondusedduyingthedredgingoftheintakecaral and has a storage capacity of 4.7 x 10 gallons. When full, the mean depth of the pond is 3.5 feet. The underflow-overflow discharge structure that leads to the intake canal prevents discharge of oil, grease, and floating debris to the environment.
The storm drainage basin and the stabilization pond as a possible radioactive effluent release pathway is discussed in Section 11.2.2.7.

i The major components of the surge system are the waste surge tank, the waste - )
-collector filter, the waste demineralized, the auxiliary surge tank, the auxiliary surge filter, and che. auxiliary surge demineralized.
Water may be transferred from the vaste surge tank to the. auxiliary surge ~
tank. The "off stendud" line.from the two waste sample tanks goes directly ,
to the' auxiliary surge tank. The. auxiliary surge system receives water i directly from the Residual Heat Removal (RHR) Systems and the overflow from either condensate storage tank.
l There is only one path provided for water from the auxiliary surge tank; a j pipe line with double block valves leads from the auxiliary surge tank directly.into the top of the waste surge tank. Any water that enters the surge system can exit that system only through the vaste collector filter and demineralized or through the surge filter and demineralized.
This system will facilitate the rapid treatment of large quantities of high l purity, low activity water following reactor refueling, j 11.2.2.7 Storm Drainage Col'lection System The storm drain collection basin has been recognized as a potential effluent pathway due to contaminated liquids entering the storm drains located at ths -
auxiliary boilers. A discussion of the storm drain collection system is presented in Section 9.3.3.2.3.
The collection basin is provided with an overflow line to the head of the 4 discharge canal. This line is equipped with a locked butterfly valve and a blind flange to prevent an inadvertent release. During periods of heavy rain, the contents of the basin may be released to the discharge canal in accordance with regulatory requirements. In addition, a Radiation Control and Test procedure has been developed to sample each batch of liquid pumped from the storm drain collection basin to the stabilization pond and from the stabilization pond to the intake canal. An analysis performed, using conservative values of radioactive concentrations and leak rates, indicated that environmental doses attributable to this pathway are insignificant. Only releases from the stabilization pond are considered as offsite releases.
Effluents from the collection basin to the stabilization pond are not considered offsite releases since the pond is a restricted area (fenced).
11.2.2.8 Means for Keeping Activity Discharges as Low as Practicable !
Radwastes are received and processed in the subsystems described below. To ensure operability of each of these systems so that wastes are processed by the treatment methods provided, the following system features are included: l Amendment No. 4 11.2.2-6

i .o < - ,~pg , l i STORM DRAIN / STABILIZATION POND l SYSTEM AT BSEP l I. The System l 1 Storm drainage from the BSEP site is directed through a system described in Figure i. The system collects surface water drainage from the facility buildings and adjacent areas and channels it to a storm drain' basin located north of the Turbine Building. From the basin the water can be j released to the discharge canal by opening a gate and allowing a gravity . j flow discharge. An alternate routing of the water is also available by pumping the water to a sixty-four (64) acre stabilization impoundment. The j excess water from this impoundment is released via a standpipe arrange- l ment through a callbrated "V" notched weir to the intake canal. -l A. Storm Drain Basin l The storm drain basin is a concrete structure with a total capacity of 102,000 gallons. Figure 2 depicts the basin. Sources feeding this basin are:

will cause water to flow over the discharge gate and on to discharge canal. Presently this route is temporarily closed by an air bag plug in the cuivert to the discharge canal. An oil skimmer is available to remove surface oils as I may be present. The constructed design is for two 1200 gpm pumps to pump the basin contents to the stabilization pond. Currently, only one of the' pumps is operational, although a second augmenting pump with an approximate 100 gpm capacity is temporarily installed. . I

B.- l Stabilization Pond The . stabilization pond was constructed from a spolls pond used . during the dredging' of the intake canal.~ The pond was constructed in its current form in 19.77 to provide BSEP with the capability to meet effluent ] release standards required by the U.S. Environmental Protection Agency for ) a' NPDES permit (see Appendix A) as relates to pH, suspended solids, oil l
- and/or grease content, and flow recording. The NPDES permit, effective July 1,1977, requires a weekly sampling of the discharge and recording' of
. the flow rate from this system. I

- Stabilization ?(see Appendix B) In the pond occurs through the natural .;
processes available within the impoundment. Large volume dilution and an ] extended retention time allow for pH adjustments and settling of the suspended solids. The marsh growth within the pond provides surfaces that will collect and disperse oil and grease slicks. The underflow-overflow discharge structure also prevents the release of oil and grease films and any floating debris. Figure 3 describes the design of the pond. Of specla! ! significance is the finger dike which directs the waters pumped up from the storm drain basin into an elongated route of flow to the discharge structure In the southeast corner of the pond. The presence of.this dike greatly l extends the residence time of waters from the basin during periods of low
- flow and low volumes of retained water. l l
l During periods of normal or low rainfall, the pond maintains the charac- 1 teristics of a marsh or bog. The bottom of the pond sustains a dense growth ] of Giant Reed, Phragmites austrails (cav.). The floor of the pond is that of l a classic bog comprised of decaying plant litter, root systems and sediments saturated with water. Usually there are only small contiguous areas of standing water. Such a system seems to perform its pollution control functions very effectively. C. Water Flows Water flows within the system are dominated by the rainfall. It

about 30 gpm or 72,000 gallons per day. < I The stabilization pond receives water pumped from the storm drain basin -
- and by direct rainfall over its 64' acres. The standpipe elevation is at 30.0 -
- feet above' mean sea level. Water collects in only 39 acres of- the '64 enclosed acres, since the remaining 25 acres is above the 30-foot contour.
When full, the mean depth' is . approximately 3.5 feet. ' This provides a 7 storage capacity of an estimated 4.5 x 10 gallons. The productivity of 'the marsh-like impoundment is gradually reducing this capacity through natural ecological processes. I D. Hydrology q Subsurface investigations were conducted by E. D'Appoloma Consulting Engineers Inc. In 1970 and 1971 for the construction of the intake -l

canal.* The results of this study indicate' that groundwater from the - stabilization pond would drain either to Nancy's Creek or to the intake j canal.- Neither would offer an opportunity for human or animal ! consumption. .- l The upper soll level is predominately loose sand with clay contents increasing with depth formed by Pleistocene deposits and called the Pamlico Terrace. A dense to very dense sand layer lies below this formation that becomes a limestone layer prior to reaching the Castle Hayne formation. Under the limestone of this formation is the Castle
- Hayne aquifer, the source of drinking water in the area. The aquifer is under artesian pressure allowing upwelling in some locations but preventing
