-0FFICE OF INSPECTION AND ENFORCEMENT NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: Omaha Public Power District

.Ft. Calhoun Station Docket No. 50-285

' PROPOSED IMPOSITION OF CIVIL' PENALTY - $15,000

.This is to inform the Comission that a Notice of Violation and Proposed-Imposition.of Civil-Penalty in the amount of Fifteen Thouscnd Dollars ($15,000) will be issued on or about December 17, 1986 to Omaha.Public Power District.

This action is based on a Severity Level'IV violation involving an inadequate vital ' area barrier. A civil penalty is being proposed in this case because the violation is similar to a previous Severity Level IV-violation for which the . licensee failed to take effective corrective actions.

It should be.noted that the licensee has not been specifically informed of the enforcement action. -The Regional' Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is:

Mailing of Notice .

December 17, 1986 Telephone Notification of Licensee . December 17, 1986 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Nebraska will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or. imposed by Order.
