PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Comission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) will be. issued on or about January 26, 1987 to Omaha Public Power District.
This action is based on a violation associated with a modification of the steam admit valve to the turbine-driven auxiliary .feedwater pump steam supply system without conductino and documenting an adequate safety evaluation. A partially completed modification introduced an unrevicSed safety question in that an additional fission product release path not previously evaluated could be postulated under certain conditions and this safety question was not evaluated by the licensee. The plant operated from 1980 until 1985 in this condition. In addition, a safety evaluation done in January 1985 improperly concluded that an unreviewed safety question did not exist when, in fact, one did exist.
It should be noted that the licensee has not been specifically informed of the enforcement action. The Recional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sion this action. The schedule of issuance and notification is:
Mailing of Notice January 26, 1987 Telephone Notification of Licensee January 26, 1987 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Nebraska will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Followino NRC evaluation of the response, the civil penalty may be remitted, mitioated, or imposed by Order.
